Entering the flood season, the province's geologic disasters into the high incidence of geologic disasters, in order to improve the ability to respond to geologic disaster emergencies, the Provincial Department of the decision of the provincial, municipal and county levels of the competent departments of land and resources to carry out a joint geologic disaster emergency investigations of the actual practice drills, intends to invite the Provincial Bureau of Meteorology relevant personnel to participate in the exercise program is formulated as follows

It's a good idea to have the following drill program.

I. Purpose of the exercise

To exercise the geological disaster emergency investigation team, test the emergency response equipment and capabilities, enhance the technical response capability, and improve the level of emergency response to geological disasters.

Second, the task of the exercise

The main task is to simulate a single geologic disaster emergency investigation, through the exercise to test the relevant departments and relevant personnel on the emergency response to sudden geologic disasters and emergency investigation capabilities, testing the province's geologic disaster emergency technology platform construction and the degree of technical security of the relevant emergency equipment.

The specific tasks are:

(1) Conduct an emergency pull of the geologic disaster investigation department, emergency mapping department, and meteorological information service department.

(2) To implement an emergency survey of geologic hazards of landslides (avalanches) on the north shoulder of the Wolhu Mountain Reservoir in Zhonggong Town, Lixiong District, Jinan City.

(3) Trial of systems and equipment for the construction of the preliminary geologic disaster emergency response technology platform.

(4) Simulated geologic disaster video and audio remote consultation and command.

(5) Preparation of geologic disaster emergency investigation technical reports, proposals for emergency response measures and the first draft of information release.

Three, the exercise location, time, background

Exercise location: Jinan City, Lixingcheng District, Zhonggong Town, Wolhu Mountain Reservoir North Dam shoulder.

Time: July 29, 2013, 13:00-18:00.

Background: Wolhu Mountain Reservoir North Dam shoulder disaster point group survey group guards found landslides, after a preliminary investigation, the threat to the people of 3 households, 12 people, threatening the Wolhu Mountain Reservoir North Dam shoulder and the reservoir downstream of the safety of residents. The group surveyors immediately reported the disaster situation to the land and resources departments at all levels, and reported directly to the Department of Land and Resources Emergency Duty Officer, who considered the danger to be urgent and significant, and quickly prepared an emergency work program, and promptly reported to the Department of Land and Resources Emergency Management Office. After receiving the report, the Provincial Department of Land and Resources initiated the first level of technical response to geological disasters, and immediately asked the Jinan Municipal Bureau of Land and Resources to carry out a preliminary investigation and take a pre-emptive emergency treatment.

Four, participating units

V. Geological disaster emergency investigation system equipment

Three-dimensional geological environment information system 1 set; geological disaster meteorological early warning and forecasting system 1 set; three-dimensional laser scanner and supporting measurement equipment 1 set; GP S dynamic monitoring system 1 set; 1 satellite communication vehicle, other vehicles 4; geological disaster investigation single equipment 1 set, geological disaster automated monitoring single 2 sets, handheld GP S3; 1 aerial photography drone; 4 sets of intercom equipment; 2 satellite phones; a number of weather forecasting system equipment; geologic disaster video surveillance system; mobile weather station.

Sixth, the exercise content

(1) exercise geologic disaster emergency technical response procedures.

(2) Jointly with the meteorological department to carry out single-point geologic disaster meteorological warning forecast.

(3) Conducting real-time consultation and commanding of emergency investigations at disaster sites through the video consultation system.

(4) Technical methods and contents of emergency investigation and monitoring of single-point geologic disasters.

(5) Technical methods and procedures of trial satellite communication system, manpower equipment, three-dimensional scanner system, unmanned aerial photography system for single-point geologic disaster emergency investigation.

(6) Emergency investigation reports, emergency response programs, information dissemination process, method.

(7) Video surveillance of geologic hazards and real-time transmission by a single person.

VII, exercise organization and personnel

1. Emergency Investigation Command

Commander: Ning Tinghe

Eight, drill procedures

The drill is divided into four stages:

(1) Emergency investigation initiation phase (13:00-14:00): the group surveyor reported disaster , the provincial department to start the first level of technical response, the preparation of emergency investigation program, the establishment of emergency investigation team, ready to go.

(2) Emergency investigation stage (14:00-16:25): each team arrives at the designated location in groups to start the investigation.

(3) Emergency consultation stage (16:25-16:50): experts from the front and back sides carry out emergency consultation to form an emergency investigation report, proposals for emergency disposal measures, and the first draft of information release.

(4) emergency end stage (16:50-17:18): announce the end of the exercise, the commander comment.

X. Preparation of Emergency Investigation Exercise

The main contents of the program include the purpose of the exercise, the task of the exercise, the place, time and background of the exercise, the participating units, the equipment of geologic disaster emergency investigation system, the content of the exercise, the exercise organization and personnel, exercise procedures, expected results, and emergency investigation and exercise. Procedures, expected results, emergency investigation drill preparation and so on.

The annexes include the script of the emergency drill, the emergency investigation program, and the report on the initiation of the emergency technical response to geologic hazards, the release of information on geologic hazards, and the outline of the summary report of the drill, and other drill-related contents.

2. Data Preparation

The Land Surveying and Mapping Institute provides 1:10,000 topographic maps of the disaster sites. Jinan Station is responsible for preparing the 1:50,000 geologic map of the disaster point, the emergency investigation report and the blank form of the disaster point investigation table. The monitoring and warning room prepares the blank forms for release of information and emergency disposal measures and suggestions. The Emergency Disposal Room is responsible for preparing the blank form for the emergency technical response start-up report.

3. Equipment system preparation

Shandong Meteorological Bureau to prepare mobile weather station. Land Surveying and Mapping Institute to prepare aerial photography drone. Jinan Land Bureau prepares 4 warning signs. Monitoring and early warning room to prepare satellite communication vehicles, satellite communication single set, automated monitoring single set of 2, 1 satellite phone, walkie-talkie 4; monitoring room is responsible for the preparation of three-dimensional geographic information system, geologic disaster meteorological early warning and prediction system, geologic disaster video surveillance system, emergency hall, three-dimensional laser scanner, static GPS, hand-held GPS 1.
