Changchun City automatic monitoring of pollution sources management measures (2020 Amendment)

Article 1 In order to strengthen the supervision of pollution sources, give full play to the role of automatic monitoring system of pollution sources in environmental protection, objective, accurate and timely grasp of pollutant emissions, prevention of pollution accidents, according to the relevant provisions of environmental protection laws and regulations, combined with the actual situation in the city, the formulation of these measures. Article 2 These Measures shall apply to the construction, operation, maintenance and supervision of the automatic monitoring system of pollution sources within the administrative area of the city. Article 3 The automatic monitoring system referred to in these measures, refers to the monitoring system composed of automatic monitoring facilities and monitoring center.

Monitoring center refers to the administrative department of ecological environment through the communication transmission lines and automatic monitoring facilities connected to the key pollution sources for the implementation of automatic monitoring of computer software and equipment. Article 4 The municipal ecological and environmental administrative department is the administrative department in charge of the management of automatic monitoring of pollution sources, is responsible for the development of the city's key pollution sources of automatic monitoring system work plan and related management regulations, the formation of the city's unified pollution sources of automatic monitoring network, supervise and guide the construction and operation of automatic monitoring system of pollution sources.

Related administrative departments and counties (cities), district people's governments shall, in accordance with their respective responsibilities, according to law to do a good job in the management of automatic monitoring of pollution sources. Article monitoring center construction, operation, maintenance funds and automatic monitoring facilities for comparison and monitoring, measurement and certification of funds into the annual financial budget.

The construction, operation and maintenance of automatic monitoring facilities should be self-funded by the sewage unit, the municipal ecological and environmental administrative departments and county (city), district people's governments can give appropriate subsidies. Article 6 automatic monitoring system by the municipal ecological and environmental administrative department of acceptance and normal operation, its data shall be used as the ecological and environmental administrative department for sewage declaration approval, sewage license issuance, total amount control, environmental statistics, sewage charges and on-site environmental law enforcement and other environmental regulatory basis, and in accordance with the relevant provisions of the public. Article 7 Any unit or individual has the obligation to protect the automatic monitoring system, and has the right to idle, demolition, destruction, and unauthorized alteration of automatic monitoring system parameters and data, such as abnormal use of automatic monitoring system behavior to report. Article VIII of the sewage disposal unit in one of the following circumstances, shall be constructed and installed automatic monitoring facilities:

(a) the use of a single capacity greater than fourteen megawatts (twenty tons of steam / hour) boiler;

(b) the use of the equivalent of a single capacity greater than fourteen megawatts (twenty tons of steam / hour) boiler industrial kiln or solid waste incinerator;

(c) the daily sewage discharge (C) daily discharge of water greater than one hundred tons or daily discharge of chemical oxygen demand greater than thirty kilograms;

(D) is located in the water source protection zone or other environmentally sensitive areas of the daily discharge of water greater than fifty tons;

(E) daily discharge of wastewater containing a class of pollutants greater than fifty tons;

(F) the generation of noise and other pollutants affecting the interests of the public **** in accordance with environmental protection laws and regulations, need to focus on supervision. Article IX new construction, alteration, expansion projects and technological transformation projects should be in accordance with the requirements of the approved environmental impact assessment documents construction, installation of pollution sources of automatic monitoring and control facilities, as part of the pollution prevention and control facilities, and the main project at the same time as the design, construction, and put into use at the same time. Article 10 included in the pollution source automatic monitoring program of emissions units, shall be in accordance with the municipal ecological environment administrative department of the time limit specified in the construction, installation of automatic monitoring facilities, with the automatic monitoring system networking. Article 11 The construction and installation of automatic monitoring system of pollution sources shall comply with the following provisions:

(a) automatic monitoring facilities in the relevant instruments should be selected by the State Council administrative department of ecological and environmental testing agency designated environmental monitoring instrument testing applicability of qualified products, the relevant instruments used in the analytical methods and samples should be in line with the relevant state regulations;

(b) Data Acquisition and transmission of data in line with national technical specifications for online automatic monitoring of pollution sources (monitoring) system data transmission and interface standards, automatic monitoring facilities and monitoring centers can be stable networking;

(c) in accordance with the relevant national environmental monitoring specifications, environmental monitoring instruments should be qualified for comparative monitoring;

(d) the installation of automatic monitoring facilities at the sewage outfalls, sampling ports, in line with Environmental protection specifications;

(e) monitoring station construction specifications, power supply, lightning, temperature, humidity and other basic conditions should meet the requirements of stable operation. Article XII of sewage disposal units in the construction, installation of automatic monitoring facilities before the installation of technical programs should be reported to the municipal ecological environment administrative department for the record. Article XIII of the pollution source automatic monitoring facilities shall be accepted by the municipal ecological and environmental administrative department before officially put into operation.

After the installation and commissioning of pollution source automatic monitoring facilities, sewage units should be the facilities and the municipal ecological environment administrative department monitoring center networking, and trial run for thirty days. Trial run after the expiration of the period, the sewage unit shall promptly apply to the municipal ecological environment administrative department for acceptance.

New construction, alteration, expansion projects and technological transformation project acceptance of automatic monitoring facilities, and its pollution prevention and control facilities together with the completion of acceptance. Article XIV emissions unit to apply for acceptance of automatic monitoring facilities, shall provide the following information:

(a) automatic monitoring facilities acceptance application report, acceptance of the application form, project summary, comparison test report;

(b) automatic monitoring of 30 days of commissioning facilities summary printout data, automatic monitoring facilities debugging, calibration, testing and other technical information;

(c) Automatic monitoring and control facilities operation and management system;

(d) in line with the acceptance of technical regulations and requirements of other relevant information;

(e) commissioned the operation and management of specialized operating units, the need to provide operational services contract.
