Medical solid waste treatment qualification

1,Conditions:

(a) more than three environmental engineering or related professional title above the intermediate level, and more than three years of solid waste pollution control experience of technical personnel; directly engaged in hazardous waste management personnel by professional training.

(ii) must be in line with environmental protection requirements of hazardous waste management facilities, premises; hazardous waste storage, disposal site facilities, equipment and ancillary pollution prevention and control facilities must be in line with national and provincial environmental protection standards and safety requirements; operation of hazardous waste is a hazardous chemical (including highly toxic chemicals) shall be consistent with the national and provincial hazardous chemicals business regulations; disposal of hazardous waste by landfill, should be in line with national and provincial regulations. Hazardous waste disposal, landfills should be obtained in accordance with the law of land use rights; other ways to dispose of hazardous waste, must sign a lease contract with the site owner for more than 5 years or provide proof of ownership of the site; hazardous waste landfills, incineration facilities must be in line with the construction of hazardous waste disposal facilities planning.

(C) engaged in the transportation of dangerous goods, in line with the State Council department in charge of transportation of dangerous goods transportation safety requirements of the means of transport.

(d) in line with national and provincial environmental standards and safety requirements of packaging tools and acceptance of temporary storage facilities, equipment.

2, on the application process:

(a) The applicant should truthfully fill out the "Guangdong Provincial Hazardous Waste Management License Application Approval Form", with supporting materials (see Annex, in triplicate), to the municipal environmental protection bureaus above the prefecture level to submit a written application.

(B) the municipal environmental protection bureau above the prefecture level within five working days to inform the applicant whether the application materials are correct and complete, the materials should be accepted correctly and complete, and the applicant unit for the preliminary examination, the issuance of opinions, in the acceptance of the application materials within 20 working days to report to the Provincial Environmental Protection Bureau.

(C) Provincial Environmental Protection Bureau in the receipt of application materials within 10 working days from the date of the organization's experts to carry out assessment. According to the applicant's hazardous waste management facilities, technology and process complexity, randomly selected 3 to 5 hazardous waste management license assessment experts, composed of the review committee. Review Committee on the application materials submitted by the applicant unit for review, and on-site verification of the operating conditions of the applicant unit, in accordance with the principle of fairness and impartiality of the assessment.

(d) Provincial Environmental Protection Bureau according to the evaluation of the evaluation committee's assessment recommendations, since the date of receipt of the application materials, 20 working days from the date of the decision whether to issue a hazardous waste business license. Meet the conditions, the issuance of hazardous waste management license, and to be announced; does not meet the conditions, notify the applicant in writing, and explain the reasons.

3, the online process:

1. Application. Upload electronic materials.

2. Acceptance. Acceptance of the acceptance of the material for pre-screening, within two working days of the pre-screening opinion, to make a decision on acceptance. The applicant meets the eligibility criteria, and the materials are complete, standardized format, in line with the statutory form, pre-acceptance, issued by the electronic version of the "pre-acceptance receipt"; the applicant does not meet the eligibility criteria or the materials are incomplete and do not meet the statutory form, receiving acceptance of the officer inadmissible, issued by the "inadmissible notices". 3. Review. Acceptance, the reviewer to review the material, within 8 working days to make a decision on the review. Meet the approval conditions, issued by the "medical waste management license issued by the preliminary examination of the views"; not through, issued by the "decision not to permit". Review process, found that the material to be corrected within 2 working days to the applicant to make corrections, issued "application materials correction notice", the applicant is required to make corrections after re-admission to the review.

4. Receive the results. The applicant in accordance with the agreed manner through the Administrative Service Center license window or by mail to receive the results.

4, window process:

1. Application. The applicant to the administrative service center integrated service window application, submit application materials.

2. Acceptance. Receiving acceptance of the application materials verification, on the spot to make a decision on acceptance. The applicant meets the eligibility requirements, and materials complete, standardized format, in line with the statutory form, to be accepted; the applicant does not meet the eligibility requirements or materials are not complete, do not meet the statutory form, the receiving and accepting officer is not admissible, issued "Notice of Inadmissibility". Applicant materials do not meet the requirements but can be corrected on the spot, returned to the spot to be accepted after correction.

3. Review. Accepted, the reviewer to review the material, within eight working days to make a decision on the review. Meet the conditions for approval, issued by the "medical waste management license issued by the preliminary examination of the views"; not through, issued by the "decision not to permit". Review process, found that the material to be corrected within 2 working days to the applicant to make corrections, issued "application materials correction notice", the applicant is required to make corrections after re-admission to the review.

4. Receive the results. The applicant in accordance with the agreed manner through the Administrative Service Center license window or by mail to receive the results.
