The municipal public health administrative department shall, in combination with the pre-hospital medical emergency planning, formulate the allocation planning of automated external defibrillator in public places (hereinafter referred to as the allocation planning), and promote the allocation and use of automated external defibrillator in stages; Use radio, television, newspapers, printed matter, outdoor advertising facilities, public transportation, the Internet and other means to actively announce the distribution information of automated external defibrillator in public places in time, so as to facilitate the public to find and obtain it when necessary. Seventh health administrative departments should organize the use of automated external defibrillator and related first aid skills training.
The Red Cross Society shall, according to its statutory duties, provide the public with training on the use of automated external defibrillator and related first aid skills.
Encourage and support qualified social organizations to carry out public welfare automated external defibrillator use and related first aid skills training.
Automated external defibrillator allocation unit shall arrange personnel to receive training on automated external defibrillator's use, maintenance and related first aid knowledge and skills as required, and trainees shall participate in retraining regularly.
Newspapers, television, radio, Internet and other media should publicize automated external defibrillator's skills for public welfare, advocate the concept of social first aid, and carry forward the spirit of saving lives. Eighth the following public places shall be equipped with automated external defibrillator in accordance with the provisions:
(a) airports, railway stations, rail transit stations, long-distance bus stations, docks and other transportation hubs;
(2) Public cultural facilities such as libraries, museums, cultural centers (stations), art galleries, science and technology museums, memorial halls, theaters, sports venues, workers' cultural palaces, youth palaces, women's and children's activity centers, elderly activity centers, towns (streets) and village (community) grassroots comprehensive cultural service centers;
(3) Administrative service centers, schools, medical institutions and pension institutions at or above the county level;
(4) Communities, parks, scenic spots, etc. ;
(five) commercial buildings, large farmers' markets, large shopping malls, large supermarkets, large hotels and restaurants. ;
(six) other crowded public places.
The municipal, district and county (city) people's governments shall arrange a certain number of law enforcement duty vehicles and ships to be equipped with automated external defibrillator, and the number of such vehicles shall be agreed upon by the health administrative departments at all levels in conjunction with relevant departments according to the equipment plan.
The scope, quantity, time and other specific standards for the allocation of public places in automated external defibrillator are issued by the health administrative departments at all levels according to the allocation plan. Article 9 The allocation of automated external defibrillator in public places shall meet the following requirements:
(a) automated external defibrillator should be placed in a location that is easy to find and obtain, with operating procedures attached;
(two) the location of automated external defibrillator should be marked on the plan of public places, and obvious automated external defibrillator signs should be set up in the places;
(3) automated external defibrillator is equipped with a protective outer frame, which should have the functions of alarm and alarm bell, and at the same time ensure the convenience of automated external defibrillator;
(four) automated external defibrillator shall conform to the configuration norms formulated by the municipal public health administrative department.
The style and configuration specifications of automated external defibrillator indicator signs are determined by the municipal public health administrative department. Article 10 The municipal, district and county (city) people's governments shall include the allocation, use training and maintenance costs of external automatic defibrillators in public places, law enforcement vehicles and ships into the government budget for protection. The specific cost guarantee measures shall be formulated separately by the municipal financial administrative department in conjunction with the municipal health administrative department.
Encourage natural persons, legal persons and other organizations to donate and maintain automated external defibrillator in public places, and mark the names of donors and maintainers on the automated external defibrillator.
