(1) Improving the Facilities of Children's Welfare Institutions. During the "Twelfth Five-Year Plan" period, continue to implement the "Blue Sky Plan for the Construction of Children's Welfare Institutions", counties (municipalities) with a large number of orphans can independently set up children's welfare institutions, while other counties (municipalities) should rely on the civil affairs departments to set up social welfare institutions to build relatively independent children's welfare facilities, and according to actual needs, to provide children's welfare facilities for the children. Other counties (cities) shall rely on social welfare institutions set up by the civil affairs departments to build relatively independent child welfare facilities, and, according to actual needs, equip them with the necessary equipment and devices for care, rehabilitation and special education, as well as ambulances and school buses, so as to improve the functions of the child welfare institutions in the areas of care, medical rehabilitation, special education, skills training, supervision and evaluation. The funds required for the construction of facilities, maintenance and renovation of children's welfare institutions, as well as for the purchase of related equipment, are to be met through a variety of channels, including the fiscal budget, lottery public welfare funds utilized by civil affairs departments, and social donations. Development and reform departments shall give full consideration to the needs of the development of the child welfare cause, and shall coordinate and arrange construction projects for the facilities of child welfare institutions, so as to gradually improve the conditions of child welfare institutions. For orphans who have no one in the community to guard them, child welfare organizations should promptly take them in and raise them to ensure that they have a place to live and a life to live. To give full play to the professional advantages of children's welfare institutions, for relatives to raise, family foster orphans to provide targeted guidance and services.
