Methods for the Record Management of Clinics in Beijing (for Trial Implementation)
Chapter I General Provisions
Article 1 In order to do a good job of the pilot work of the record management of clinics, in accordance with the "Regulations for the Administration of Medical Institutions," as well as the "National Health Commission, National Development and Reform Commission, Ministry of Finance, Ministry of Human Resources and Social Security and the National Health Insurance Bureau on the Opinions on Carrying Out Pilot Work to Promote the Development of Clinics (National Health and Medical Development [2019] No. 39) and other laws and regulations and relevant provisions, these measures are formulated.
The clinic referred to in Article 2 of these Measures refers to the clinic set up for the record in accordance with the basic standards for clinic reform pilot areas (hereinafter referred to as the "basic standards for clinics in the pilot areas") formulated by the National Health and Health Commission.
Article 3 of this approach applies to the city districts in accordance with the relevant provisions of the state and the city to carry out pilot management of clinic development.
Article IV of the chain clinic referred to in these measures refers to the same set of parties organized by the same legal entity with the same legal personality, legal representative, category, business nature, service mode and more than 50% of the same diagnosis and treatment subjects, the name of the health care institution contains the same identifying name, and in the administrative region of the city of more than three addresses to carry out practice activities of the clinic.
Article 5 of the Beijing Municipal Health Commission is responsible for the city's clinic record management pilot. Each district health commission is responsible for the supervision and management of clinics (including chain clinics) in the administrative area.
Chapter II filing and practice

(ii) meet the basic standards for clinics in the pilot area;
(iii) the name of the clinic is in line with the relevant provisions of the Implementing Rules for the Regulations on the Administration of Medical Institutions;
(iv) have an information system that records and uploads diagnostic and treatment information;
(v) be able to independently assume civil liability.
Units and individuals who are prohibited from applying for the establishment of medical institutions as stipulated in the Implementing Rules of the Regulations on the Administration of Medical Institutions are not allowed to organize clinics.
Article VIII of the city clinic filing electronic filing management. Clinic proposed for the record, shall submit the following materials through the electronic registration management platform:
(a) clinic filing of basic information;
(b) clinic legal representative and the principal person in charge of identification; clinic principal person in charge and other health professionals directory and qualification certificates, practicing certificates and proof of title (application materials submitted by a physician, nurses, registration information through the electronic registration system verification. (c) clinic management rules and regulations;
(d) clinic equipment directory;
(e) clinic room property rights or proof of use;
(f) clinic design plan;
(g) clinic information system description;
(viii) the registration information of the business license of the for-profit clinic (checked by the administrative department of health through the inter-government information ****sharing);
(ix) the certificate of commitment signed by the clinic setup person or legal representative on the authenticity of the filed materials.
Article IX filer shall truthfully provide relevant materials and reflect the true situation, and is responsible for the authenticity of the substance of its filing materials. Article XII of the clinic name, address, legal representative, the main person in charge, the mode of service, dental chair, diagnosis and treatment subjects and other filing and registration matters change, shall apply to the original filing authority to apply for registration of changes. Health and health administrative department shall make a licensing decision within 20 days, meet the requirements, the issuance of the changed "medical institutions practice license". If the materials are incomplete or do not meet the requirements, the health commission at all levels shall inform the applicant of all the contents that need to be corrected at one time through the electronic registration system within 5 days from the date of receipt of the application materials.
Article 13 of the clinic for change in the matter of filing,, shall submit the following materials to the original filing authority through the electronic registration system:
(1) change the description of the matter of filing;
(2) change of the substantive address of the practice, shall submit the new site of the design of the floor plan, proof of property rights of the use of the premises or use of the certificate;
(3) change of legal representatives (C) change the legal representative, shall be submitted to the personnel identification; change the person in charge, shall be submitted to the personnel identification, qualification certificates, practicing certificates and proof of title;
(D) change of diagnostic and therapeutic subjects, shall be submitted to the diagnostic and therapeutic subjects to be practiced in the directory of health technicians, qualifications, practicing certificates and proof of title (application materials submitted by physicians, nurses, registration information through the electronic registration system to verify the Do not require the submission of the relevant qualification certificates and practicing certificates separately);

Article 14 of the clinic should be in accordance with the "Regulations on the Administration of Medical Institutions" and other relevant regulations and requirements for practice, and annual calibration.
Article XV of the clinic shall establish an information system to record information on diagnosis and treatment, and in accordance with the provisions of the city's health care administrative department and the standard requirements for reporting and uploading information on diagnosis and treatment.
Chapter III supervision and management
Article XVI of the District Health Commission shall strengthen the clinic practice according to law, medical quality and medical safety, information reporting and clinic management supervision and management. The clinic should be included in the medical quality control system, relying on the information technology platform to strengthen the supervision of clinic operations and medical services. Article XVII of the District Health Commission shall strengthen the supervision and management of chain clinics within the jurisdiction of the practice address. Article 18 of the health commission of each district shall, within thirty days from the date of filing of the clinic, the clinic filed within the jurisdiction of the on-site verification of the relevant materials, clinic practice and information reporting, etc., and regularly carry out on-site supervision and inspection. Article 19 of the district health administrative departments shall establish clinic integrity file. The filer obtained through the filing of the "medical institution practice permit" is revoked or canceled, will be recorded in the integrity file, as the relevant departments of credit joint disciplinary basis. Chapter IV Supplementary Provisions
Article XX of this approach is not stipulated in the clinic management requirements, in accordance with relevant laws and regulations and the state of the relevant provisions of the management of medical institutions.

Article 22 of the Sino-foreign equity joint venture, cooperation and Hong Kong, Macao and Taiwan-funded clinics are managed in accordance with the relevant provisions of the State on Sino-foreign equity joint venture, cooperation and Hong Kong, Macao and Taiwan-funded medical institutions.
Article 23 These Measures shall come into force on March 1, 2021.
