The management of arable land quality includes the use and maintenance of arable land, the construction of arable land strength, the monitoring of arable land quality, the monitoring of the quality of farmland environment, and the quality evaluation and inspection and acceptance of supplementary arable land. Article 4 The management of arable land quality shall be scientific planning, rational utilization, combination of use and maintenance, and strict protection.
Non-agricultural construction of occupied arable land, in accordance with the principle of balancing the occupation and replenishment, replenishment of arable land of comparable quantity and quality. If the quality of the supplemented arable land is lower than that of the occupied arable land, the occupier shall take effective measures to bring it up to the quality level of the occupied arable land. Article 5 The provincial department in charge of agricultural administration is responsible for the construction of the province's arable land quality protection and the formation of the arable land quality acceptance expert bank. The competent departments of agricultural administration at or above the county level shall be responsible for the protection, construction and supervision and management of the quality of arable land in the administrative area, with the following main duties:
(1) to investigate the acts affecting the quality of arable land according to the law;
(2) to assess and accept the quality of the arable land supplemented by the balance of occupancy and replenishment;
(3) to organize the implementation of the grade recognition of arable land quality;
(4) to implement dynamic monitoring of the quality of arable land ) to implement dynamic monitoring of the quality of arable land;
(v) to draw up technical regulations for the protection and construction of the quality of arable land;
(vi) to organize and implement the construction of the quality of arable land, and to carry out technical promotion activities such as the application of fertilizer by soil-measuring formulas, the enhancement of organic matter, the renovation of medium- and low-yield fields, the use of water in a scientific manner, and the research and development of new technologies, and to provide users of arable land with technical guidance and services.
The administrative department of agriculture may entrust the soil fertility management agency under it with specific tasks.
The administrative departments of land resources, environmental protection, water conservancy and other administrative departments shall, in accordance with their respective responsibilities, do a good job in protecting and building the quality of arable land. Article 6 The people's governments at or above the county level shall incorporate the protection and construction of arable land quality into the national economic and social development planning, and set aside a certain proportion of the land grant for agricultural land development for the construction of arable land quality, and incorporate into the financial budget the funds required for the protection and construction of arable land quality. Chapter II Protection and Construction Article 7 The people's governments at or above the county level shall formulate plans for the protection and construction of the quality of arable land, and support and encourage the users of arable land to adopt the following measures to improve the quality of arable land:
(1) techniques for cultivating the land by applying more organic fertilizers, planting green manure, and returning straw to the field;
(2) techniques for scientific fertilization by testing the soil and formulating the application of fertilizers and by coupling the application of fertilizers and water;
(3) Protective tillage techniques such as less tillage and no-tillage;
(4) salinized arable land management and improvement techniques;
(5) other measures conducive to improving the quality of arable land. Article 8 The people's governments of townships and villages shall strengthen the protection and construction of arable land within their administrative areas, and establish a long-term mechanism for managing the quality of arable land.
Villagers' committees and rural collective economic organizations shall organize users of arable land to maintain field infrastructure and improve farming conditions.
The users of arable land shall reasonably utilize the arable land, adopt farming techniques conducive to the protection and improvement of the quality of the arable land, use agricultural inputs scientifically, rationally and safely, reduce the amount of heavy metals and pesticide residues in the arable land, and clean up and recycle the plastic film and other agricultural wastes in a timely manner. Article 9 It is prohibited to discharge toxic and harmful industrial and domestic wastewater and untreated animal and poultry manure from farming communities into arable land and irrigation channels and other farmland infrastructure; it is prohibited to occupy arable land for dumping and piling up urban and rural domestic garbage, construction garbage, medical garbage, industrial wastes and solid wastes such as waste residue; and it is prohibited to burn straws in the fields. Agricultural inputs such as pesticides and chemical fertilizers prohibited by the state shall not be used. Article 10 as fertilizers directly into the arable land sludge, fly ash and urban and rural garbage, etc., shall comply with the relevant national standards. Cultivated land irrigation water shall comply with national water quality standards for farmland irrigation. Article 11 Strictly control the occupation of arable land by construction projects, approved non-agricultural construction projects do need to temporarily occupy the surrounding arable land, shall be agreed by the land contractor, and certain compensation. After the expiration of the temporary land, the occupier shall promptly repair and meet the original cultivated land fertility standards. Article 12 The construction project of new arable land shall participate in the feasibility study before the establishment of the project, and the competent departments of agriculture administration at or above the county level shall participate in the feasibility study. After the completion of the project, the quality of arable land shall be accepted and evaluated. Article 13 The main content of the acceptance of arable land quality construction projects shall include:
(a) the basic strength of the arable land, including the conditions of arable land, profile traits of the survey and the soil pH, organic matter, total nitrogen, effective phosphorus, quick-acting potassium and other major ground data determination.
(2) Field infrastructure, mainly including the level of terracing, ground leveling, irrigation and drainage capacity.
(3) Soil environmental quality, mainly including the investigation of pollution sources, pollutants, contaminated area and other environmental conditions and the determination of the relevant heavy metal content in the soil.
