On July 4th, 2006, Shaoxing Municipal People's Government made an emergency plan to deal with a large-scale power outage in Shaoxing.

1.3 Scope of application

1.3. 1 This plan specifies the reporting, handling procedures and management methods of accidents and faults of distribution lines and equipment when the power grid under the jurisdiction of Paojiang Power Supply Branch encounters unexpected events (such as sudden power failure of public distribution lines or switchgear).

1.3.2 This plan is applicable to all kinds of accidents and troubleshooting of power distribution equipment and lines within the power supply jurisdiction of Paojiang Power Supply Branch of Shaoxing Electric Power Bureau.

1.3.3 This plan does not include the handling process of personal accidents in power production.

3 Daily emergency preparedness

3. 1 Emergency personnel preparation

3.2.6 According to the needs of emergency command, coordination and liaison, in order to ensure the normal operation of system command and the correct and effective emergency treatment at all levels on site, it is especially required to set up and provide the emergency system address book of Paojiang Power Supply Branch (Annex I) and the contact list of emergency coordination and command institutions of counties (cities) (Annex II).

4.2 Emergency handling procedures

4.2.2 Emergencies caused by power transmission and distribution equipment under the jurisdiction of Shaoxing Electric Power Bureau or its subordinate units within the jurisdiction of Binhai New City shall be handled according to the emergency response procedures of relevant special emergency plans in the Emergency Plan System of Shaoxing Electric Power Bureau. 4.3 On-site emergency measures: in view of possible facilities damage, equipment fire, explosion, flood, power failure of important users, etc. , from the field disposal, accident control, personnel rescue, fire fighting, power outage recovery and other aspects to develop clear emergency measures.

5 On-site emergency preventive measures

6.3 According to the requirements of relevant laws and regulations on emergency rescue, relevant functional departments are responsible for improving and revising this plan on a regular basis in combination with the revision and changes of Shaoxing Electric Power Bureau's emergency plan and supporting emergency treatment plan, and implementing it after being approved.
