Strengthening and improving the supervision of deputies' motions and suggestions is an important duty of NPC and its Standing Committee, and it is also an effective way to promote the "one government, two houses" to protect and safeguard the fundamental interests of the people and solve hot and difficult problems that the people care about. In recent years, with the goal of solving problems and enhancing actual results, we have actively explored and innovated new ways for the supervision work suggested by NPC deputies, promoted the continuous improvement of the efficiency and level of proposal handling, and played a positive role in promoting the healthy and rapid economic and social development of our region.
First, the main approach to the supervision of proposals
In recent years, we have taken "five measures to strengthen supervision" to ensure that all proposals and suggestions are implemented. Since the 15th National People's Congress, 76 1 proposals put forward by the deputies of the district people's congress concerning the economic and social development of the whole region have been solved or basically solved, accounting for 49. 1%. Conscientiously implement the spirit of Document No.9 of the Central Committee, formulate and improve the Rules for Handling Delegates' Bills, Rules for Handling Delegates' Suggestions, Criticism and Opinions, and Measures for Proposals and Suggestions for Supervising Delegates by Members of Chairman the National People's Congress Standing Committee (NPCSC)'s Meeting, stipulate the proposal, examination and filing, and make normative requirements for handling filing resolutions. At the same time, the district government should formulate and improve the working rules for handling deputies' suggestions according to the working requirements of the Standing Committee of the District People's Congress. Strict "three decisions" system, determine the handling personnel, handling plan, handling time and reply period; The implementation of the "three visits" system, in the assigned, in the process, before the reply, close contact with the representative, understand the intention of the representative, consult the opinions of the representative, and negotiate solutions; Establish a working procedure of "unified registration, classification, centralized handling, responsibility to people and unified reply" and an online public handling system to institutionalize and standardize the work of deputies' motions and suggestions.
(2) Focus on hot spots and strengthen key supervision. Focusing on the key suggestions identified during the National People's Congress that involve major issues of economic and social development, the vital interests of the masses and hot issues of general concern to the society, members of the Standing Committee's meeting of directors will focus on supervision. Since the 15th National Congress, 14 pieces have been included in the key recommendations. In order to better implement these suggestions, the members of the meeting of directors of the Standing Committee led the responsible persons of relevant committees to the relevant contractors for supervision and inspection, listened to the handling report and made suggestions according to the division of labor for supervising key suggestions. For example, the key suggestions put forward by the delegates, such as "Suggestions on Accelerating the Establishment of a Long-term Management Mechanism for Health Creation" (No.22 of the Fourth Session of the 15th National People's Congress) and "Suggestions on Further Implementing Some Preferential Support Policies for Cultivating Pilot Towns in Provincial Small Cities" (No.2 of the First Session of the 16th National People's Congress), have been properly solved and well implemented through key supervision. At the same time, the Standing Committee, in combination with the annual work arrangements, selected the key issues reflected in the deputies' suggestions that were relatively concentrated or repeatedly reflected, as well as the key and difficult issues in the work of "one government, two houses" for key deliberation and supervision, which enhanced the pertinence and improved the solution rate.
(3) Ensure implementation and strengthen supervision over the whole process. We ensure that the suggestions put forward by the delegates can be solved and implemented through different supervision methods: tracking and supervising the key suggestions; On-site supervision of the suggestions reflected by the masses; Carry out regular return visits and supervise difficult suggestions; Regular supervision of general suggestions and other forms, and constantly strengthen the whole process of supervision to ensure the continuity and effectiveness of supervision. During the first and second sessions of the 16th National People's Congress, we received 2 17 proposals. (4) Pay attention to methods and strengthen diversified supervision. Change the form of supervision that relied mainly on listening to reports in the past, and closely integrate the supervision of bills and suggestions with all aspects of the work of the National People's Congress. To achieve the "four stresses": first, pay attention to the combination of supervision, inspection and investigation, organize representatives to inspect, inspect and investigate the organizer, and listen to the report on handling; Second, pay attention to the combination of supervision and evaluation, connect with the evaluation department of the district Committee, and include the work suggested by NPC representatives in the evaluation content; Third, pay attention to the combination of supervision and holding a representative forum to solicit opinions from representatives, and ask representatives to make a reasonable evaluation of the handling of suggestions by the organizer; Fourth, pay attention to the combination of supervision and strengthening the work contact of "one government, two houses", and strengthen the contact through meetings, inspections, investigations and law enforcement inspections. Understand the handling situation and help coordinate and solve problems in time.
(5) Form joint efforts and strengthen joint supervision. By strengthening the coordination of internal organs, we have changed the past practice that only the working committee on behalf of deputies supervises the suggestions of deputies, and combined the supervision of suggestions with the work of the committee, and the committee is responsible for supervising the suggestions related to the respective work scope of the committee, giving full play to the advantages of the working committee's counterpart and familiarity with business, forming a joint force within NPC organs and doing a good job in supervision. At the same time, we will promote the internal supervision of the "one government, two houses" and the relevant working institutions of the Standing Committee, strengthen coordination with the working departments of the "one government, two houses", establish a normal contact mechanism for supervision, understand the difficulties and ideas in the implementation of relevant supervision matters, grasp the situation in time, strengthen coordination, and promote the implementation of suggestions and the solution of related problems. Pay attention to the joint supervision of the representatives, organize representatives to hold special seminars on proposal work, and listen to opinions on handling the work. At the same time, combined with the National People's Congress Standing Committee (NPCSC)'s work deliberations and opinions to carry out inspections and inspections, and give full play to the main role of representative supervision.

First, pay attention to the training of political business and legal knowledge. Take various forms and channels to train delegates, focus on improving the level of political theory and professional knowledge, and grasp the key, overall and forward-looking nature of the proposal. The second is to pay attention to in-depth research. Guide the delegates to be diligent in research, come from the masses, widely understand social conditions and public opinions, listen to the opinions of the masses, and write good proposals and suggestions that reflect the fundamental interests of the masses. The third is to pay attention to protecting the right to know of representatives. We strive to broaden the channels of activities of delegates during the intersessional period, so that delegates can participate extensively in the management of social affairs. By expanding the openness and transparency of government affairs, the "one government, two houses" and their working departments provide relevant information for deputies to participate in and discuss state affairs, so that the bills put forward by deputies conform to the "four characteristics", that is, standardization, pertinence, feasibility and overall situation.
(2) Standardizing procedures and focusing on solving problems are the basis for doing a good job in suggestions. The "one government, two houses" and their working departments focus on standardizing the handling procedures, clarifying the handling responsibilities, improving the handling methods, and paying attention to practical results: First, organically combine the handling work with the key work throughout the year, and insist on grasping both hands, correcting mistakes and promoting them; The second is to implement the responsibility for handling, so that the handling work and the business work of the unit are arranged, assessed and implemented together; The third is to adopt the way of "going out, please come in", and strive to realize the "three contacts" with the representatives before, during and after the office, so that the representatives can keep abreast of the handling process; Fourth, adhere to the people-oriented, adhere to the people's approval or disapproval, consent or disapproval, satisfaction or dissatisfaction as the final measure for handling the work, thus enhancing the sense of responsibility and urgency of the organizer in handling the work. The relevant working bodies of the National People's Congress pay attention to strengthening cooperation with the supervisory bodies of "one government, two houses", and select a number of contractors to carry out joint supervision every year, and combine the supervision proposals with various forms such as directional inspections of representatives, law enforcement inspections, and listening to special work reports, thus promoting the handling of proposals.
