1. Requirements for an import applicant.
1. All kinds of domestic and foreign production and circulation enterprises that need to import mechanical and electrical products;
2. Domestic-funded enterprises should have the right to operate import and export, and foreign-funded enterprises should approve the establishment according to law and obtain the approval certificate;
3. The imported mechanical and electrical products conform to the business scope and import and export commodity catalogue approved by the industrial and commercial and foreign trade departments;
4. There is no record of illegal behavior within three years.
The second is the requirement for importing used mechanical and electrical products.
1. listed in the catalogue of automatic import license management;

3. If the products are listed in the catalogue of national compulsory certification (3C certification), the corresponding certification certificate shall be obtained. The catalogue of compulsory certification products shall be formulated and published by the General Administration of Quality Supervision, Inspection and Quarantine. 4. The technical indicators of used mechanical and electrical products shall conform to the provisions of national laws and regulations on safety, hygiene and environmental protection;
5. Special products such as measuring instruments and radio equipment should also comply with the provisions of special laws and regulations such as measurement, standardization, environmental protection, tobacco purchase, radio management, satellite TV ground receiving facilities management, audio-visual reproduction equipment management, color copier management, cotton spinning equipment management, password equipment management, and obtain corresponding project approval procedures;
6. The import of mechanical and electrical products subject to international bidding management shall go through the international bidding procedures first.
7. Abide by the provisions of other international conventions, trade agreements and laws and regulations of China.
III. Materials to be submitted
Products released by the Ministry of Commerce shall be submitted in triplicate according to the following materials; Belong to the provincial electromechanical office certification, submit the following materials in duplicate.
1. Copy of business license, approval certificate (foreign-invested enterprise) and qualification certificate of foreign trade and economic cooperation;
Chinese versions of two import contracts. In the import contract or contract annex, the inspection clauses of products based on various technical indicators shall be specified according to the provisions of national laws and regulations on safety, hygiene and environmental protection; For special equipment or large-scale second-hand complete sets of equipment, clauses such as pre-inspection before shipment and loading supervision should also be stipulated in the exporting country;
3. Fill in the Application Form for Import of Mechanical and Electrical Products stamped with the official seal of the importer;
4. A written application stating the basic information of the enterprise, the import reason, the quantity, use, service life and present situation of the imported products, and the sales of the enterprise products at home and abroad, etc. ;
5. Test description reports and photos provided by professional testing institutions or equipment suppliers, indicating the manufacturing life, service life, equipment status and main technical parameters of the equipment;
6. If an import and export company is entrusted to import, three copies of the import agency agreement and the business license of the import and export company shall be submitted;
7. If the import is for domestic sales, the domestic sales contract shall be submitted in triplicate;
9. If used construction machinery is imported, a project contract shall also be submitted;
8. Other materials that should be submitted according to relevant regulations. Such as measuring instruments, tobacco machinery, radio transmitting equipment, satellite TV receiving equipment, audio-visual reproduction production equipment, cotton spinning equipment, color copying machines, printing equipment, etc. , and submit the project approval documents of relevant departments.
Iv. Import under the following circumstances shall be exempted from applying for an import license:
1. Materials used for re-export under processing trade are exempt from bidding. However, applications must be made for import for self-use and domestic sales under processing trade.
2. Used equipment invested and used by foreign investors, as well as used equipment used for domestic sales or production of domestic products, must apply.
3. Temporary imports under customs supervision are exempt from bidding.
Lease, compensation trade, free aid, donation and gift are transferred from bonded areas and export processing zones, and after overseas procurement, they are transferred back to China for use by domestic institutions, and quotas and licenses must also be handled.
