Chapter 1 General Provisions Article 1 In order to scientifically and rationally utilize radio spectrum resources, maintain air wave order, ensure the normal operation of various radio equipment, promote the development of the radio industry, and better contribute to socialist modernization Construction services, these regulations are specially formulated in accordance with relevant national regulations. Article 2 Anyone who develops, produces, sells, imports, purchases and uses various types of radio equipment within the province, as well as develops, produces, imports and installs non-radio equipment that radiates electromagnetic waves, must comply with these regulations. Article 3 The state implements a system of unified leadership, hierarchical responsibilities, and separate military and civilian responsibilities for radio management; implements the principles of scientific management and promotion of development; and adopts management methods that combine law, administration, economy, and technology. Article 4 Provincial and prefectural (municipal) radio management committees, under the leadership of the government (administrative office) at the same level, implement unified management of radio within their jurisdiction. According to national radio management guidelines, policies and regulations, review or review local radio management regulations, coordinate and handle major issues in radio management. Article 5 Provincial and prefecture (municipal) radio management committees have offices under them to undertake the daily work of the committees and are the functional departments responsible for radio management work at the same level of government (administrative office). Its main responsibilities are:
(1) Implement national radio management guidelines, policies and regulations;
(2) Formulate specific regulations and implementation methods for local radio management;< /p>
(3) Approval of the construction layout and location of radio stations;
(4) Allocate and assign radio frequencies and call signs, and issue radio equipment use certificates;
< p>(5) Organize radio monitoring and implement supervision and inspection;(6) Coordinate and handle radio management matters in the region;
(7) Undertake foreign-related radio management matters Work.
The regional administrative office (municipal government) should determine the county (district) to set up a radio management agency or designate full-time personnel to be responsible for the daily work of radio management. Systems and units that use a large number of radio equipment should designate a working department or manager to be responsible for the relevant business of radio management of the system and unit. Article 6 The Provincial Radio Management Committee shall establish radio monitoring and calculation stations, and the Radio Management Committees of various regions (municipalities) shall establish radio monitoring stations, which shall be under the leadership of the Office of the Radio Management Committee at the same level. Its main tasks are: to conduct scientific research on radio management; to monitor whether radio stations within the jurisdiction work according to prescribed procedures and approved projects; to find sources of radio interference and radio stations used without approval; to determine the main technical indicators of radio equipment. ; Detect electromagnetic radiation from industrial, scientific, medical and other non-radio equipment. Chapter 2 Establishment and Use of Radio Stations Article 7 All units and individuals who set up and use various radio stations (equipment) must submit a written application to the Radio Management Committee (the establishment of radio stations, television stations, and television relay stations must be approved by Radio and Television in advance. (frequency and power approved by the department), and can only be used after approval and receipt of the "Shaanxi Province Wireless Equipment Usage Certificate". Article 8 Applications for setting up and using radio stations should meet the following basic conditions: radio equipment must comply with national technical standards; operators should be familiar with relevant regulations on radio management and have corresponding communication business skills; the working environment should be safe and reliable; there must be corresponding management measure. Article 9 Prefectural (city) and county (district) affiliated units shall set up various types of radio stations (except microwave communication stations) with a power of less than 15 watts (inclusive), and shall be subject to the approval of the prefecture (city) Radio Management Committee; the establishment of microwave communication stations and All types of radio stations with a capacity of 15 watts or more shall be reviewed by the prefectural (municipal) Radio Management Committee and reported to the Provincial Radio Management Committee for approval.
Provincial units in Xi'an and units under various departments of the State Council shall set up radio stations. After review by the competent authorities, they shall be reported to the Provincial Radio Management Committee for approval. For those stationed in other places or cities, the establishment of microwave communication stations and various radio stations above 15 watts (inclusive) shall be reviewed by the local Radio Management Committee and then reported to the Provincial Radio Management Committee for approval; the establishment of 15 watts (inclusive) The following radio stations shall be submitted to the local (municipal) Radio Management Committee for approval.
The use of various types of radio communication equipment by individuals is subject to the approval of the local (municipal) radio management committee. Article 10 Radio stations set up across provinces and prefectures (municipalities) shall be reviewed and approved by the prefectural (municipal) Radio Management Committee and then approved by the Provincial Radio Management Committee after consultation with the relevant provincial or prefectural (municipal) Radio Management Committee.
Article 11 If foreign users such as foreign institutions, groups visiting China, and merchants really need to set up and use radio stations (equipment) in the province, the reception unit shall apply to the local Radio Management Committee and report to the Provincial Radio Management Committee for approval. Article 12 To set up a separate receiver, after approval by the competent department at or above the county level, it shall be reported to the local wireless citizen management committee for record and the use procedures shall be completed. Article 13: Standard radio equipment installed on locomotives, ships, and aircraft will no longer need to go through the approval procedures for station installation, but must be registered with the Provincial Radio Management Committee. Article 14: In the event of an emergency that endangers the safety of people's lives and property, unapproved radio equipment may be temporarily used, but it must be approved by the competent leadership and reported to the local radio management committee in a timely manner.
