Article 5
Applicants are required to meet the following conditions:?
1, there are fixed animal diagnosis and treatment places, and animal diagnosis and treatment places use area in line with the provisions of the Provincial Department of Agriculture;?
2, animal clinic site from livestock and poultry farms, slaughtering and processing plants, animal trading venues not less than 200 meters;
3, animal clinic with independent entrances and exits, entrances and exits shall not be located in residential buildings or yards, shall not be used with the same building and other users*** access;
4, with a reasonable layout of the diagnostic and treatment rooms, operating rooms, dispensaries and other facilities. , pharmacy and other facilities;?
5, with diagnostic, surgical, disinfection, refrigeration, routine laboratory, sewage treatment and other instruments and equipment;?
6, with more than one person who has obtained the certificate of qualification of licensed veterinary surgeon;
7, with a comprehensive management system of diagnostic and treatment services, outbreak reporting, sanitation and disinfection, veterinary prescription, drugs and harmless disposal.
Article 6?
Engaged in animal cranial, thoracic and abdominal surgery, shall also have the following conditions:
1, with operating table, X-ray machine or ultrasound and other instruments and equipment;
2, with more than three obtaining licensed veterinary surgeons qualification certificate.
Process
1, application. The applicant submits the application materials to the Veterinary Section of the Municipal Bureau of Animal Husbandry, Veterinary Medicine and Fisheries.
2, acceptance. Receiving the acceptance of the application materials, on the spot to make a decision on acceptance. The applicant meets the eligibility requirements, and complete materials, format specifications, in line with the statutory form, to be accepted, issued "acceptance receipt";
The applicant does not meet the eligibility requirements or materials are not complete, does not meet the statutory form, the receiving and accepting officer is not admissible, issued a "notice of inadmissibility". Applicant materials do not meet the requirements but can be corrected on the spot, returned to be accepted after correction on the spot.
3, review. After acceptance, the reviewer to review the material, within 2 working days to put forward the review, issued a "special review period notice", within 5 working days to organize field review,
make a review of the conclusions; decision makers in all review sessions completed within 2 working days to make a decision on the review. Meet the conditions for approval, be passed, issued "Animal Clinic License"; do not pass, issued a "decision not to permit".
4. Receive the results. The applicant to the Municipal Bureau of Animal Husbandry, Veterinary Medicine and Fisheries, Veterinary Section as agreed.

Conditions for organizations engaged in animal diagnostic and treatment activities
August 2007, the Standing Committee of the National People's Congress revised and adopted the "People's Republic of China *** and the State of China's Animal Epidemic Control Law" on animal diagnostics to make clear provisions. First of all, "organizations engaged in animal diagnosis and treatment activities, shall have the following conditions:
(a) with animal diagnosis and treatment activities and animal epidemic prevention conditions in line with the premises;
(b) with animal diagnosis and treatment activities in line with the practicing veterinarians;
(c) with animal diagnosis and treatment activities in line with the veterinary instruments and equipment;
(iv) have a sound management system."
At the same time, the law also stipulates that the establishment of institutions engaged in animal diagnostic and therapeutic activities shall apply for an animal diagnostic and therapeutic license from the competent veterinary department of the local people's government at or above the county level. The competent veterinary department accepting the application shall conduct an examination in accordance with the provisions of this law and the Administrative License Law of the People's Republic of China*** and the State. Qualified by the examination, issued by the animal diagnosis and treatment license;
Failed, the applicant shall be notified and explain the reasons. The applicant with the animal diagnosis and treatment license to the administrative department for industry and commerce to apply for registration procedures, obtain a business license before engaging in animal diagnosis and treatment activities and other matters.
