Emergency vehicle configuration number of standards to improve
Previously, Beijing ambulance management based on the 2002 introduction of the "Beijing ambulance management approach (provisional)". The Municipal Health Bureau said yesterday that in order to further standardize the configuration, use and management of ambulances in Beijing, the Municipal Health Bureau, together with the Municipal Traffic Management Bureau and the Municipal Minibus Office, have jointly formulated a new version of the ambulance management measures. The new measures will be officially launched from February 1st.
The new measures propose that in the future, Beijing will implement a total control system for ambulance allocation. The allocation of pre-hospital emergency vehicles will take into account factors such as the population of Beijing and the demand for medical ambulance services, and will be based on the principle of the shortest emergency radius and the fastest response time, with one pre-hospital emergency vehicle allocated for every 30,000 people.
This means that Beijing has raised the planning standard for the number of emergency ambulances, and the number of emergency ambulances will increase. According to the original ambulance management method, Beijing allocates one ambulance for every 50,000 people.
Data from the city's health bureau last year showed that there were more than 600 emergency vehicles in Beijing. The number is close to the planning standard if the population of 20 million is to be equipped. But industry insiders explained that the actual number of ambulances needed is often higher than the planning standard because of the need for turnover and maintenance of ambulance vehicles.
Non-emergency ambulances do not enjoy priority
The function of ambulances is to provide daily pre-hospital emergency care, transfer the sick and wounded, deal with emergency outbreaks, emergency rescue on-site treatment of emergencies, major activities or special events, and transportation of blood.
For the previous media reports of emergency vehicle violations, the new approach clearly stipulates that the ambulance in the implementation of first aid and emergency response, should be in accordance with the relevant provisions of the Road Traffic Safety Law, the use of signs and lamps and sirens, in order to ensure the safety of the premise of the driving route, driving direction, driving speed and signal lights are not subject to limitations, other vehicles and pedestrians should be given way.
The public security traffic management department, under the premise of ensuring traffic safety, allows ambulances to give priority to the passage.
Provisions state that, non-emergency, ambulances shall not use sirens and lights, do not enjoy the corresponding road priority. Ambulances should be parked at designated fixed locations when not on duty.
The ambulance that violates the provisions of road traffic safety regulations will be dealt with by the public security traffic management department according to law.
