The invitation notice for competitive negotiation for the procurement of nutritional packages in Hunan Province stipulates that the winning manufacturer is responsible for providing a specified number of nutritional packages in addition to nine supporting services such as supporting publicity materials, personnel training, project publicity and distribution of nutritional packages. The above notice of invitation for negotiation specifies the standard of each cost, according to this calculation, Huakangchen need to bear the cost of 8566300 yuan, apportioned to the cost of each packet of nutrition packet is 0.2 yuan.

The winning company said it "lost money for charity"

So how does Huachen make a profit?

The director judge responsible for evaluating bids in this tender is Du Qiyun, a chief physician at the Hunan Provincial Maternal and Child Health Hospital, who also declined to respond to possible problems with the bid evaluation.

According to the national enterprise credit information publicity system, Huakangchen*** has two natural person shareholders, Liu Zhiwei and Gao Yanhui, of which Liu Zhiwei contributed 7.674 million yuan, Gao Yanhui contributed 2.558 million yuan; there is also an enterprise legal person Qing Dingmu (Wuhan) Biotechnology Co. (hereinafter referred to as "Qingdimu"), among its three natural person shareholders, there are also Liu Zhiwei and Gao Yanhui. In addition, Liu Zhiwei is also the chief scientist of Qing Dingmu, director of the Institute.

Bidding delayed for nearly two years, the funds remaining serious

Low bidding is difficult to ensure the quality of nutritional packages, some manufacturers detected genetically modified soybean flour

Some manufacturers use genetically modified soybean flour in violation of the law

A reporter's investigation found that the nutritional packages issued in some areas were even suspected of using genetically modified soybean flour in violation of the law.
