Domestic bidding is roughly divided into four systems: government procurement, central investment, project bidding and international bidding for mechanical and electrical products. Each system has different interpretations and uses of bid evaluation methods.
Bid evaluation method
(1) government procurement bidding: lowest bid evaluation method, comprehensive evaluation method and cost-effective method;
(2) Bidding for central investment projects: the lowest evaluated bid price method and comprehensive evaluation method;
(3) Project bidding: comprehensive evaluation method and evaluated lowest bid price method;
(4) International bidding for mechanical and electrical products: lowest bid evaluation method and comprehensive evaluation method (i.e. scoring method).
Comprehensive scoring method
(1) government procurement bidding: the price score of goods shall not be lower than 30% and higher than 60%; The service item price score is not less than 10% and not more than 30%; The price is mainly low, and the calculation formula is: bid quotation score = (bid evaluation benchmark price/bid quotation) × price weight ×100;
(2) Bidding for central investment projects: called comprehensive evaluation method; The method of conversion into currency, scoring or other methods;
(3) International bidding of mechanical and electrical products: called comprehensive evaluation method; The comprehensive evaluation method can only be used with the approval of the Ministry of Commerce.
Lowest bid evaluation method
(1) government procurement bidding: the lowest bid evaluation method means that the bidder with the lowest price is the candidate supplier for winning the bid on the premise of meeting all substantive requirements of the bidding documents; The lowest bid evaluation method is applicable to standard customized goods and general services;
(2) International bidding for mechanical and electrical products: The lowest bid evaluation method refers to the case that the commercial and technical terms meet the requirements of the bidding documents, the lowest bid evaluation price is the recommended winning bidder, and the price calculated according to the specified quantitative method is the final bid evaluation price.
The lowest bid price method after evaluation:
(1) central investment: make necessary price adjustment according to the bidding quotation and commercial part, and do not make price conversion for the technical part of the bidding document;
(2) Engineering: among the bidders who meet the substantive requirements of the tender documents, the bidder with the lowest bid evaluation price, except that the bid price is lower than the enterprise cost.
