This year, our office strengthened the centralized management of foreign affairs in strict accordance with the eight central regulations and the ten provincial and municipal regulations, and improved and perfected the management system of going abroad on business. While strengthening management, we should pay attention to service first. Actively provide efficient and convenient services for all kinds of qualified delegations and personnel to visit, and smooth the channels of "going out".

second, improve the international image of our county around opening to the outside world
(1) establish international friendly and cooperative relations with Lauenheim, Germany. Through the matchmaking of DeZhonglian Technology Co., Ltd., our county has actively carried out friendly contacts and exchanges with Lauenheim, Germany. On September 25th-26th, the mayor of Lauenheim, the heads of departments, business representatives, the mayor of Russelsheim and the mayor of Bach, Kierst, and his party of 18 people visited our county. On 26th, the signing ceremony of the friendly and cooperative relationship between our county and Lauenheim, Germany was held in Chengdu Minshan Hotel. In December, the relevant person in charge of our county will pay a return visit to Lauenheim to further communicate on the development of friendly and cooperative relations, economic and cultural exchanges, and civil servant management. At present, the travel plan has been approved by the Foreign Affairs Leading Group of the Municipal Party Committee.
(2) actively serve the economic construction of our county based on international friendly and cooperative relations. I make full use of the opportunity of building international friendly and cooperative relations with Lauenheim, Germany, tap the potential of economic cooperation between the two places, do a good job in publicity and promotion, and actively serve the economic construction of our county. With the efforts of our office, representatives of enterprises in Launheim visited Chengdu Dongxu Energy-saving Technology Co., Ltd. in the industrial port park and had a discussion with enterprises on electrodeless lighting technology. At present, the led street lighting products of Dongxu Energy Saving Group Company have been successfully applied to the pilot project in Launheim. At the same time, the company also signed a strategic partnership agreement with Launheim, and will recommend Dongxu Group's products to surrounding areas and other cities in Europe through Launheim.
(3) With various activities and carriers, actively publicize and promote the characteristic culture of our county, and expand the external visibility and influence of XX county. Actively integrate into the Fortune Global Forum, the 12th World Conference of Chinese Businessmen and the China Western International Expo, make full use of the opportunity to participate in international events to show our county's good ecological environment and investment environment, and build an external environment conducive to the external development of XX county. Through the recommendation of our office to the Municipal Foreign Affairs Office, Shu embroidery products, as the main gift of this year's Fortune Forum, have expanded the external visibility of Shu embroidery industry in our county.
We actively invite important foreign guests and international friends to visit and inspect key projects and enterprises in XX County. At present, * * * has received more than 22 foreign guests in 11 batches. (4) Successfully complete the work related to the Fortune Forum and the 12th Chinese Business Conference. According to the tasks assigned by the leaders of XX County Docking Service 213 Chengdu Fortune Global Forum, we will effectively cooperate with the propaganda, investment promotion and other departments to complete all the work: actively cooperate with the propaganda department, tourism bureau and other departments to further standardize the external publicity of our county and the English introduction materials of key points and the translation of XX County brochures; Cooperate with the foreign propaganda office and do a good job in the reception of foreign media in the Fortune Forum. (1) improve the handling mechanism of foreign-related (case) incidents in our county and earnestly carry out publicity on consular protection. In view of the sudden, urgent and sensitive characteristics of foreign-related incidents, our office further improved the Emergency Plan for Foreign-related Emergencies in XX County, and handled one foreign-related incident in a timely and proper manner. At ordinary times, the publicity of consular protection for export-oriented enterprises in the county has been strengthened. On November 15th, foreign affairs workers and labor dispatch representatives of our county were organized to participate in the special training on consular protection "Foreign Affairs Escort Sailing Overseas" organized by the Consular Department of the Ministry of Foreign Affairs, so as to enhance the self-protection and safety awareness of export enterprises and labor representatives in safeguarding their legitimate rights and interests and reduce the risk of disputes and insecurity among citizens of our county overseas.
(2) Effectively improve the pertinence of foreign-related service guarantee work. In order to identify the entry point of our service for export-oriented enterprises and improve the pertinence of service guarantee, in March this year, our office conducted a thorough investigation on export-oriented enterprises in our county, and comprehensively grasped the development status and foreign-related demands of export-oriented enterprises in our county. According to the foreign-related demands put forward by enterprises, such as publicity and promotion, exhibition information, technical cooperation and equipment introduction, they have been gradually implemented in the actual work of foreign affairs. In response to the demands of foreign-related laws and regulations and related policies, our office has carried out relevant publicity and guidance distribution.
(3) properly handle all kinds of foreign-related (case) incidents. On September 7th, our office actively cooperated with the county public security bureau to properly handle a sudden death of an American in a hotel in our county, and informed his family to come to China to deal with the matters behind him through the US Consulate in Chengdu, and reported the relevant situation to the Municipal Foreign Affairs Office in time.
(4) further standardize the English translation of signs and signs in public places and major tourist attractions in our county, and cooperate with quality inspection departments to complete the special rectification of foreign public expressions. Conduct a comprehensive investigation of bilingual signs in public areas such as transportation hubs, important road interfaces, scenic spots, hospitals and schools in our county, and conduct comprehensive standardization and error correction in strict accordance with the "XX multilingual signs specification"; According to the examination system of bilingual signs in our county, the newly-built Chinese-English signs such as government affairs centers and important windows are examined one by one, and the "image" of our county's foreign exchanges is strictly controlled.

(1) Strengthen contact with the Municipal Overseas Chinese Affairs Office and do a good job in the related work of the 12th Chinese Chamber of Commerce. Actively do a good job in the preparation and meeting work of the XX County Sub-venue of the 12th Chinese Business Conference, actively strengthen the connection and contact with the Municipal Overseas Chinese Affairs Office, and report the relevant information to the county leaders in charge in time to ensure the smooth flow of information. Taking advantage of the influence of the Chinese businessmen's congress, during the congress, we signed a friendly and cooperative relationship with Launheim City. Successfully completed the reception activities of the sub-venue for overseas Chinese businessmen and overseas Chinese, and effectively publicized the good investment and service environment of our county.
(2) strengthen the service for overseas Chinese enterprises in Taiwan and build a good development environment in our county. Adhere to the role of the service desk as a bridge for overseas Chinese enterprises, go deep into enterprises to carry out research and help, and strive to safeguard the legitimate rights and interests of overseas Chinese enterprises in Taiwan. Through visiting and researching activities, we received and solved 7 letters and visits related to Taiwan and overseas Chinese, and communicated with three Taiwan-funded enterprises (Taiwan Province 85 C, Sichuan Long Da Optoelectronic Technology Co., Ltd. and Haibawang Enterprise) on the spot to coordinate and solve practical problems encountered in enterprise development.

Joint investment promotion (foreign trade), foreign publicity, business, tourism, culture and other departments, organize to participate in international city promotion conferences and economic and trade fairs, make full use of the opportunity to participate in international events to show the good ecological environment and investment environment of our county, build an external environment conducive to the external development of XX county, and enhance the external influence and reputation of XX county.
Second, relying on the county association for friendship with foreign countries, actively broaden the channels of foreign exchanges, continue to do a good job in reception, strive for overseas Chinese guests from Taiwan in important political and economic fields to visit and exchange in XX county, and carry out more international non-governmental exchanges and exchanges to promote economic and trade cooperation and develop friendly relations in our county.
Third, actively strengthen contacts with well-known overseas Chinese and Chinese communities, make full use of opportunities for exchanges and cooperation between overseas investment representative offices, overseas institutions, chambers of commerce, international organizations and foreign local governments, give full play to the advantages of overseas Chinese in global market resources and business networks, and make efforts to introduce investment information, advanced technology and scientific and technological talents to promote sound and rapid economic and social development of our county.
Fourth, based on the industrial orientation and economic development needs of our county, we will capture business information through foreign affairs activities, actively build a platform for foreign affairs and economic organizations to enjoy resources, bridge the gap for enterprises in the county to seek overseas cooperation services, and provide timely, accurate and effective information support for enterprises and key projects.
Fifth, during major festivals, actively organize overseas Chinese in Taiwan and their families to participate in various forms of networking activities in the overseas Chinese community in Taiwan, and visit the relatives of poor overseas Chinese in Taiwan from time to time to care about their production and living conditions.

Under the correct leadership of the Municipal Party Committee and the Municipal Government and the guidance of the Provincial Foreign Affairs and Overseas Chinese Affairs Office, our office adheres to the guidance of Deng Xiaoping Theory and Theory of Three Represents, thoroughly studies and practices Scientific Outlook on Development, earnestly studies the spirit of the 18th CPC Central Committee, the 6th CPC National Congress and the 12th CPC National Congress, and innovates working ideas around the work of the Municipal Party Committee, the Municipal Government and the Foreign Affairs and Overseas Chinese Affairs Center. 1. Serving the overall diplomacy of the central government and successfully completing the series of reception tasks of the annual meeting of Boao Forum for Asia and the visit of Chinese diplomatic missions abroad and Africa in China
In April, our office successfully completed the activities of the delegation of the Prime Minister of New Zealand attending the 213 annual meeting of Boao Forum for Asia, which was well received by the delegation, the Chinese Ministry of Foreign Affairs and the Overseas Chinese Affairs Office outside the province. During the forum, the forum guests were also successfully organized to visit our city and participate in our city's industrial promotion activities, which achieved good results in promoting Haikou and expanding its international reputation. Our office also actively coordinated with the annual meeting service support group, and the forum secretariat donated a batch of teaching computers and student appliances to Haikou Special Education School.
in March, our office carefully organized a 41-member delegation composed of my current ambassadors in Ukraine, Argentina, Canada and Russia, consuls-general and counsellors from 17 countries to visit our city, and arranged for the delegation to visit Yingli New Energy Co., Ltd., Mission Hills International Golf Resort and Qilou Old Street. The envoys spoke highly of the protection and renovation of Haikou arcade and the work of our office to explore overseas Chinese culture, and said that they were willing to take the responsibility of "propaganda ambassadors" to promote Haikou to the host countries.
In November, the xx Municipal People's Government hosted a dinner at Mission Hills Resort Hotel in Haikou, welcoming the guests attending the Fourth Conference of China-Africa Cooperation Roundtable. Ambassadors from 18 African countries, including Togo and Eritrea, ambassadors from 36 African countries and Ji Peiding, president of the Association of Former Chinese Diplomats, attended the dinner. Ni Qiang, deputy secretary of the Municipal Party Committee and mayor, briefed the guests on the trade between Haikou and Africa, and said that he would actively promote exchanges and cooperation with African sister cities in the fields of culture, tourism, economy and trade. My office took this opportunity to publicize and promote Haikou, and also organized enterprises with cooperation intentions between our city and Africa to introduce the company's products and business to the delegation, laying a foundation for future cooperation with African countries.
2. xx was awarded the right to host the 214 World Council Meeting of United Cities and Local Governments (UCLG)
With the consent of the secretary of the newspaper, our city began to bid for the 214 World Council Meeting of United Cities and Local Governments (UCLG) in the second half of last year. In June this year, at the uclg World Executive Board meeting held in Lyon, France, our city successfully won the right to host the meeting, which is the third city in China after Beijing and Guangzhou, and the municipal government has included this in the 213 government work report. According to the instructions of Secretary Chen Ci, Mayor Ni Qiang, Executive Vice Mayor Deng Xiaogang and Vice Mayor Li Jie on www. Make full use of foreign affairs resources and channels to successfully hold "Sino-Swiss Friendship Day" and "Hainan International Jazz Festival" to promote exchanges and cooperation between our city and Switzerland in various fields. The work summary of the Municipal Party Committee Office was actively coordinated and prepared by our office, and the "Sino-Swiss Friendship Day" jointly organized by our office and the Swiss Consulate General in Guangzhou was held on October 24th.
