Direct recruitment is mainly for fresh graduates, and previous graduates with education, age and major can also be recruited. Direct recruitment majors include 12 major and 55 professional technical categories, including fire protection engineering technology (building environment and equipment engineering), electronic information (electrical information), automobile, industrial analysis and testing (chemical engineering and art), metal mining technology (mining engineering), radio, film and television (art) and so on.
Treatment of directly recruited noncommissioned officers during their service
Non-commissioned officers directly recruited from fresh graduates of ordinary colleges and universities shall uniformly implement the monthly allowance standard for newly enlisted soldiers during military training. The corresponding salary standard for non-commissioned officers shall be implemented from the month when the post order of non-commissioned officers is issued. During the period of service, the basic salary, allowances, pensions, living allowances, poor food stoves, heatstroke prevention and cooling expenses, incentives for parents of the only child, and measures for visiting relatives, insurance, medical care and capital increase shall be implemented in accordance with the relevant provisions of the State Council, the Central Military Commission and the General Staff.
According to the Notice of the General Staff Department, the General Political Department and the General Logistics Department on Selecting Grass-roots Cadres from Elite Soldiers and Strong Generals who Graduated from Ordinary Colleges and Universities, grass-roots cadres can be selected from excellent non-commissioned officers. According to the relevant regulations on enrollment in military colleges and universities, non-commissioned officers directly recruited from graduates of ordinary colleges and universities can take the military school after two years of enlistment and enjoy the preferential treatment of relaxing their age for one year.
Retirement and resettlement policy for directly recruiting non-commissioned officers
Non-commissioned officers directly recruited from graduates of ordinary colleges and universities must serve the newly appointed non-commissioned officers before they can be retired and placed. Under special circumstances, with the approval of units at or above the corps level, they may be discharged from active service in advance.
Non-commissioned officers who have been recruited into the army, after investigation, have false academic qualifications or have great differences between their majors and the conscription plan, and the troops cannot be transferred, shall be regarded as withdrawn and accepted by the conscription office of the provincial people's government.

Article 11 The number, requirements and time of annual enlistment for active service throughout the country shall be stipulated by orders issued by the State Council and the Central Military Commission (CMC) (hereinafter referred to as the Central Military Commission). The local people's governments at or above the county level shall organize military service organs and relevant departments to set up conscription agencies and be responsible for organizing and implementing conscription work.
Twelfth male citizens who have reached the age of 18 years before1February 3 1 every year shall be recruited for active service. Those who have not been recruited in that year can still be recruited for active service before the age of 22, and the recruitment age of ordinary college graduates can be relaxed to 24. According to the needs of the army, female citizens may be recruited for active service in accordance with the provisions of the preceding paragraph. According to the needs of the army and on my own initiative, citizens who have reached the age of1February 3 1 day, but have not reached the age of 17 18 can be enlisted for active service.
Article 13 The State practices the military service registration system. Before December 31st each year, male citizens who have reached the age of eighteen shall, in accordance with the arrangements of the military service organs of counties, autonomous counties, cities and municipal districts, conduct military service registration before June 30th of that year. Those who pass the preliminary examination in military service registration are called eligible citizens.
Article 14 During conscription, citizens eligible for enlistment shall, in accordance with the notice of the military service organs of counties, autonomous counties, cities and municipal districts, go to the designated physical examination stations for physical examination on time. Citizens who meet the conditions for active service shall be enlisted for active service with the approval of the military service organs of counties, autonomous counties, cities and municipal districts.
Article 19 The term of active service for conscripts shall be two years.
Article 20 Upon the expiration of active service, a conscript may, according to the needs of the army, be changed to a non-commissioned officer on his own initiative and with the approval of a unit at or above the regimental level. According to the needs of the army, non-commissioned officers can be recruited directly from citizens with professional skills in non-military departments.
Non-commissioned officers take active service and implement a graded service system. The term of active service for non-commissioned officers is generally not more than 30 years, and the age is not more than 55 years.
Measures for the graded service of non-commissioned officers and the direct recruitment of non-commissioned officers from non-military departments shall be formulated by the State Council and the Central Military Commission (CMC).
