The term "pre-hospital medical first aid institutions" as mentioned in these regulations refers to medical institutions that meet the conditions stipulated by the state and this city and engage in pre-hospital medical first aid services.
The term "in-hospital medical emergency facilities" as mentioned in these regulations refers to medical institutions with emergency rescue capabilities that receive and treat patients transferred by pre-hospital medical emergency facilities. Article 3 Pre-hospital medical emergency services are public welfare undertakings organized by the government and are an important part of basic public services and ensuring the safe operation of the city.
Pre-hospital medical emergency and non-emergency medical transport shall be provided with classified services and management. Non-emergency medical transport shall not occupy pre-hospital medical emergency resources. Article 4 The Municipal People's Government shall strengthen its leadership over pre-hospital medical emergency services and implement unified planning and layout, unified command and dispatch, unified service specifications, and unified supervision and management of pre-hospital medical emergency institutions in the city.

Article 14 The construction of pre-hospital medical emergency facilities and their first aid workstations shall comply with unified standards.
