What is the basic idea of the reform of the basic medical insurance system in China?

1, "basic security" means that the level of basic medical insurance should be adapted to the level of productivity development in the primary stage of socialism in China, and the corresponding financing level should be determined according to the current financial and enterprise affordability in China, which can only guarantee the basic medical needs of employees;

2, "wide coverage" means that the basic medical insurance should cover all employers and employees in cities and towns, whether state-owned units or non-state-owned units, whether enterprises with good benefits or enterprises with poor benefits, they should participate in the basic medical insurance;

3 "burden on both sides" refers to changing the past that the medical expenses of employees are shared by the state and enterprises, and individuals do not bear the responsibility of medical insurance, and the expenses for implementing basic medical insurance are reasonably borne by units and individuals;

4. "Combination of unified accounts" refers to the combination of social pooling and individual accounts in basic medical insurance, establishing medical insurance pooling funds and individual accounts, and defining their respective payment ranges. The overall fund mainly pays large medical expenses, and the personal account mainly pays small medical expenses.

In the process of establishing the basic medical insurance system for urban workers, four principles should be followed:

First, the level of basic medical insurance should adapt to the development level of productive forces in the primary stage of socialism;

Second, all employers and their employees in cities and towns should participate in basic medical insurance and implement territorial management;

Third, the basic medical insurance premium is shared by both employers and employees;
