What are the functions of the Health Commission

Legal analysis

(15) Department of aging and health. Organization to formulate and coordinate the implementation of policies and measures to deal with aging. Organize the formulation of policies, standards and norms for the integration of medical care, and establish and improve the elderly health service system. It undertakes the specific work of the Provincial Working Committee on Aging.

(xvi) maternal and child health department. Formulates policies, standards and norms for maternal and child health, promotes the construction of maternal and child health service system, and guides the work of maternal and child health, birth defect prevention and treatment, early infant and child development, management of assisted human reproduction technology and reproductive technology services.

(17) Occupational Health Division. Formulate policies and standards related to occupational health and radiation health and organize their implementation. Carry out key occupational disease monitoring, special investigations, occupational health risk assessment and occupational population health management. Coordinate the prevention and control of occupational diseases.

(XVIII) Population Monitoring and Family Development Division. Undertakes population monitoring and early warning work and puts forward policy recommendations related to population and family development, improves fertility policies and organizes their implementation, and establishes and improves the system of support for families with special family planning needs.

(xix) Publicity Division. Organizes and carries out health publicity, health education and health promotion activities, and undertakes the popularization of health science, news and information dissemination work.

(20) Health Guidance Division (Provincial Patriotic Health Committee Office). To formulate health construction development planning and work plan, and organize the implementation; responsible for the comprehensive coordination of health construction; to formulate the monitoring and evaluation methods of health construction tasks, and organize the assessment and evaluation. To formulate policies, standards and norms related to the patriotic health movement in the province and organize their implementation. Assume the lead in compliance with the Framework Convention on Tobacco Control. Undertake specific work assigned by the Health Leading Group and the Provincial Patriotic Health Movement Committee.

(xxi) Health Bureau. Responsible for the provincial health care objects of medical care, the provincial departments related to cadres of medical management, as well as important meetings and major activities of the medical and health protection work.

(xxii) Organs Party Committee. Responsible for the organs, the provincial administration of traditional Chinese medicine and directly under the unit of the party group, discipline inspection work.

Legal basis

"Local people's governments at all levels of institutions and establishment regulations"

Article IX of the local people's governments at all levels of the establishment of administrative institutions, abolition, merger, or change the specifications and names, by the people's government at this level to put forward a plan, by the people's government of the higher level of the establishment of the people's government organization after examination and approval. Article XI of the local people's governments at all levels to set up a deliberative and coordinating body, should be strictly controlled; can be handed over to existing institutions to assume the functions of the existing institutions, or by the coordination of existing institutions can solve the problem, do not set up another deliberative and coordinating body. For a certain period of time for a particular work to set up a deliberative and coordinating body, should be clearly stipulated in the conditions and period of its withdrawal.

Article XII of the local people's governments at or above the county level does not set up a separate office, the specific work by the relevant administrative agencies.

Article 13 Administrative agencies of local people's governments at all levels shall set up the necessary internal organizations in accordance with the needs of work and the principle of streamlining. The establishment, abolition, merger or change of specifications and names of the internal agencies of the administrative organs of the local people's governments at or above the county level shall be reported by such administrative organs to the people's governments at their respective levels for approval by the organ responsible for the establishment of the people's government.
