Ecological Protection of Shenzhen Special Economic Zone Environmental Protection Regulations

Article 55 Construction projects which have been approved before the implementation of these Regulations shall strengthen the construction of all supporting environmental protection facilities and greening projects.

Except for major transportation facilities, municipal utilities, parks and other projects in compliance with laws and regulations, it is prohibited to construct other projects or engage in other activities generating pollution or destroying the landscape in key protection areas and basic ecological control lines delineated in the urban master plan.

In the protection area and construction control zone of the heritage conservation units delineated by law, it is not allowed to build facilities that pollute the heritage conservation units and their environment, or to carry out activities that may affect the safety of the heritage conservation units and their environment.

Article 56 The urban development and construction and comprehensive environmental remediation shall protect the natural ecosystems and natural landscapes such as natural vegetation, surface water systems, mudflats and wetlands, natural landforms and wild animals.

To the ecological environment that has been damaged, the ecological destroyer shall carry out timely treatment and restoration.

Article 57: In order to carry out regional development, the environmental infrastructure such as urban sewage treatment facilities, garbage transfer and treatment facilities, centralized treatment sites for medical wastes as well as centralized treatment sites for other hazardous wastes shall be planned and constructed simultaneously.

The administrative department in charge of planning shall not pass the planning acceptance of construction projects in the region where the environmental infrastructure is not constructed in accordance with the planning requirements.

Article 58 The municipal administrative department of agriculture, forestry and fisheries, in conjunction with the municipal environmental protection, science and technology, customs, entry-exit inspection and quarantine departments, to establish the source of prevention, monitoring and early warning, as well as control and management of invasive alien species prevention and control system, to ensure the safety of biodiversity.

The introduction of foreign biological species or genetically modified organisms from abroad, should be carried out in advance of the ecological safety assessment, and according to law by the approval before the introduction.

Article 59 prohibits the use of sewage water exceeding the standard for aquaculture and the standard for agricultural irrigation for breeding and irrigation.

It is prohibited to use harmful sludge as agricultural fertilizer.
