The people's governments of cities and districts (counties) shall incorporate the reduction of domestic waste at source and the management of classification into the national economic and social development planning of their own levels, set the goals of reduction of domestic waste at source and the management of classification, coordinate the planning of the layout of the facilities for the classification of domestic waste and disposal of collection, transportation and disposal of facilities and prioritize the arrangement of land and construction, and safeguard the financial inputs for the reduction of domestic waste at source and the management of classification.
Township people's governments, street offices (district management committees) is responsible for the daily management of domestic garbage classification within the jurisdiction. Article 6 The municipal administrative department for urban management (hereinafter referred to as the municipal department) is the competent department for the classification of domestic garbage in the city, and is responsible for drawing up the management objectives and classification standards for the classification of domestic garbage, as well as guiding, supervising and evaluating the work of classification of domestic garbage.

Article 7 The department in charge of commerce administration is responsible for the supervision and management of the recycling and comprehensive utilization of recyclables, and the improvement of the construction of the recycling system of renewable resources.
The administrative department in charge of ecological environment is responsible for supervising and guiding the collection, transportation and disposal of hazardous waste.
The administrative department in charge of housing is responsible for the supervision and management of the implementation of the classification of household garbage by property service enterprises, and the inclusion of the management of the classification of household garbage into the credit management system of property service enterprises.
The administrative department in charge of planning is responsible for incorporating the relevant contents of the construction specification for the construction of facilities for the classification of household garbage in the urban and rural planning and administrative approval.
The competent administrative department of education is responsible for incorporating the knowledge related to the classification of household garbage into the content of environmental education in secondary schools, elementary school, kindergartens and other educational institutions in the city, popularizing the knowledge of the classification of household garbage, fostering the habit of the classification of household garbage, and enhancing the awareness of environmental protection.
The administrative department in charge of health and wellness is responsible for the diversion and classification management of medical waste and domestic waste within the health system.
The administrative department in charge of organ affairs management is responsible for promoting and guiding the work of classifying garbage in the office areas of party and government organs, enterprises and institutions, and other public **** organizations, and for establishing a sound regulatory mechanism.
Development and reform, finance, natural resources, transportation, culture and tourism, radio and television and other relevant departments, in accordance with their respective responsibilities to do a good job in the classification of household garbage. Article 8 The village committee, community working committee (residents committee) shall do a good job in the source of domestic waste reduction and sorting of publicity, guidance, source of domestic waste reduction and sorting into the village rules and regulations, community residents Convention, with the township people's government, the street office (district management committees) to organize, mobilize, supervise the villagers, residents to carry out the source of domestic waste reduction and sorting of work. Encourage and guide social capital to participate in the reduction of domestic garbage at source and classified placement, collection, transportation, disposal, recycling and related scientific and technological innovation, and to promote the introduction of new technologies, new processes, research and development and application. Article 10 units and individuals shall comply with the provisions of the classification and reduction of domestic garbage, reduce the production of domestic garbage, classify and put out domestic garbage, and fulfill the responsibility of the producers of domestic garbage. Article 11 The departments of urban management, ecological environment, health, commerce, culture and tourism, broadcasting and news, and the trade unions, women's federation, **** youth league and other organizations shall give full play to their respective advantages, organize and carry out publicity and mobilization of the reduction and classification of domestic waste at source, and promote the participation of the whole society **** together in the activities of the reduction and classification of domestic waste at source.
Radio stations, television stations, newspapers and magazines, networks and other media shall, in accordance with relevant regulations, strengthen the publicity of the reduction and separation of domestic waste at source, popularize the relevant knowledge, and enhance the public's awareness of the reduction and separation of domestic waste at source. Chapter II classification and placement of Article 12 The city's domestic garbage is divided into recyclables, food waste, hazardous waste, other garbage, specifically classified in accordance with the following standards:
(a) Recyclables, refers to suitable for recycling of domestic garbage, including paper, plastics, metals, glass, fabrics and so on.
(ii) Food waste, refers to perishable, organic-containing household waste, including household food waste, kitchen waste and other food waste.
(iii) Hazardous waste, which is household-source hazardous waste on the National Hazardous Waste Inventory, including lamps, household chemicals, and batteries.
(d) Other garbage, meaning household garbage other than recyclables, food waste, and hazardous waste.
The competent municipal authorities may, in accordance with the actual management of domestic waste, put forward a plan for adjusting the standards for the classification of domestic waste, which shall be implemented after approval by the municipal people's government and announced to the public.
The competent municipal authorities shall, in conjunction with the administrative departments of commerce, ecology and environment, formulate a specific classification catalog of domestic garbage and announce it to the public, prepare a guide for classifying and placing domestic garbage, and guide the classification and placing of domestic garbage.
