In addition to tertiary hospitals, tertiary maternal and child health hospitals, emergency centers, first-aid stations, clinical inspection centers, Sino-foreign joint venture cooperative medical institutions, and wholly-owned medical institutions in Hong Kong, Macao and Taiwan, if other medical institutions are held, the administrative department of health will no longer issue the Approval Letter for Setting up Medical Institutions, and issue the Practice License for Medical Institutions at the time of practice registration. Before applying for practice registration, the sponsor shall study the feasibility of setting up a medical institution and its influence on the surrounding areas, and reasonably design the location layout, functional orientation, service mode, diagnosis and treatment subjects, staffing, number of beds, equipment and facilities of the medical institution. When applying for practice registration, the applicant shall submit materials in accordance with the relevant provisions such as the Detailed Rules for the Implementation of the Regulations on the Administration of Medical Institutions.
After accepting the application for practice registration of medical institutions, the administrative department of health shall publicize the basic information of the medical institutions applying for registration and strictly examine it according to law. Those who pass the examination shall be issued with the Practice License of Medical Institution, and relevant information shall be announced to the public through the electronic registration system; Those who fail the exam will not be registered. Local health administrative departments should optimize and improve the planning of medical institutions in the region, and regularly publish the number and layout of medical institutions and the allocation of resources such as beds and large equipment. It is necessary to implement guiding planning for social medical institutions and encourage social forces to set up medical institutions in areas with weak medical resources or areas with shortage of pediatrics, rehabilitation, nursing and mental health.
A clinic shall meet the following conditions:
1. To open a clinic, an individual must obtain the qualification of a medical practitioner and have been engaged in clinical work in the same profession in a medical and health institution for 5 years after registration.
2. If two or more people run a clinic in partnership, all partners shall meet the above requirements; If a legal person or any other organization holds a clinic, the main person in charge of the clinic shall meet the above requirements.

Detailed rules for the implementation of the regulations on the administration of medical institutions
Thirteenth individuals in the city to set up a clinic must also meet the following conditions:
(1) Having passed the examination of professional skills of doctors and obtained the practicing certificate of doctors;
(2) Having been engaged in clinical work in the same profession for more than five years after obtaining a doctor's practice certificate or a doctor's title;
(3) Other conditions stipulated by the health administrative department of the province, autonomous region or municipality directly under the Central Government. Technical standards for medical practitioners shall be formulated separately. The conditions for individuals to set up clinics in towns and villages shall be stipulated by the health administrative departments of provinces, autonomous regions and municipalities directly under the Central Government.
