Article 6 The people's governments of cities, counties (cities) and districts shall, according to the national standards for the construction of epidemic information networks, the construction of disease prevention and control organizations, the construction of health supervision organizations, and the standards for medical rescue and treatment, construct epidemic information networks, disease prevention and control organizations, health supervision organizations, and health care organizations that are adapted to the needs of emergency response to emergencies; and set up epidemiological investigations of emergencies, isolation of infectious sources, Medical care, on-site treatment, supervision and inspection, monitoring and testing, health protection and other related materials, equipment, facilities, reserves, to ensure that the need to respond to emergencies, the necessary funds are included in the financial budget at this level. Chapter II Prevention and Emergency Preparedness Article 8 The municipal health and health administrative department shall, in accordance with the national and provincial emergency response plans for emergencies, draw up emergency response plans for emergencies in the city and special plans for major infectious disease outbreaks, mass unexplained diseases, major food poisoning, major occupational poisoning and other events seriously affecting public health, and submit them to the municipal people's government for approval.

Schools of all levels and types, large-scale catering units, water supply units, public **** places, hazardous work units, radiological work units and medical and health institutions shall, in accordance with the provisions of the relevant laws and regulations and the requirements of the local government's emergency response plan for emergencies, formulate their own emergency response plan, and report it to the municipal, county (municipal), and district health health administrative departments for the record. Article 11 The municipal health care administration shall strengthen the construction of infectious disease hospitals, improve the diagnosis and treatment capacity of infectious diseases, to adapt to the needs of major infectious diseases treatment work.

The people's governments of counties (cities) and districts shall set up infectious disease hospitals specializing in infectious diseases that meet the needs of infectious disease prevention and treatment, or designate qualified medical and health institutions to set up infectious disease departments and wards to undertake the task of infectious disease prevention and treatment.

The establishment of infectious disease hospitals, infectious disease clinics and infectious disease wards shall be in accordance with the conditions set by the state and province. Article 12 The health and health administrative departments shall establish emergency response professional and technical team and expert pool, regular health care institutions and personnel for relevant knowledge, skills training, guidance, regular organization of health care institutions for emergency response drills to improve the level of emergency response. Chapter III Reporting and Information Release Article 13 The health care administration shall establish an emergency information reporting system and information reporting network in accordance with national and provincial regulations.

The disease prevention and control organization of the health administrative department is responsible for network management, use, maintenance and daily reporting of emergencies to ensure smooth information flow.
