The environmental sanitation departments of cities and counties (cities and districts) divided into districts are responsible for the supervision and management of food waste within their respective administrative areas.
Relevant departments such as economy and information technology, finance, public security, environmental protection, commerce, urban management and law enforcement, industrial and commercial administration, quality and technical supervision, food and drug supervision, price, tourism, etc., shall prepare meals according to their respective responsibilities. Article 5 The people's governments of cities and counties (cities, districts) divided into districts shall establish and improve the coordination mechanism for food waste management, and include food waste management into the assessment of the government and department's work target responsibility system.

Encourage and support the research, promotion and application of advanced technologies, processes and equipment such as food waste collection, transportation and disposal. Article 7 Catering industry associations should play the role of self-discipline in the industry, formulate relevant standards, and standardize the management of kitchen waste by catering enterprises.
Kitchen waste management should be included in the rating criteria for catering enterprises. Article 8 The competent department of environmental sanitation shall prepare and organize the implementation of special plans for environmental sanitation. No unit or individual may occupy or change the land for the construction of food waste collection, transportation and disposal facilities reserved in accordance with the special environmental sanitation plan. Article 9 The competent environmental sanitation department shall organize the construction of a food waste collection and transportation system and disposal facilities in accordance with the special environmental sanitation plan and the time limits stipulated by the state and the province.
Encourage and support social capital to participate in the construction and operation of food waste collection and transportation systems and disposal facilities. Article 10 The environmental sanitation department shall, through open competition such as bidding, identify collection, transportation, and disposal enterprises from units that have obtained kitchen waste collection, transportation, and disposal business licenses, and sign business agreements with them to clarify business scope and service standards. etc. content.
Units and individuals that have not signed a business agreement are not allowed to engage in food waste collection, transportation, and disposal activities.
Food waste generating units shall not hand over food waste to units or individuals that have not signed a business agreement for collection, transportation, and disposal. Article 11 The competent department of environmental sanitation shall formulate a system for the generation, collection, transportation, and disposal of kitchen waste, establish a system for measurement, monitoring, and factory-based supervisors of kitchen waste, and supervise the operation of kitchen waste collection, transportation, and disposal facilities. Qualified kitchen waste generating units can install decentralized kitchen waste treatment equipment according to the special environmental sanitation plan to harmlessly and resource-based treatment of kitchen waste; the separated waste Edible fats and oils should be handed over to kitchen waste collection and transportation companies for collection and transportation. Article 13: Kitchen waste collection and transportation enterprises shall provide kitchen waste generating units with uniformly labeled and sufficient special collection containers free of charge.
The food waste generating unit shall be responsible for the management of collection containers and keep the collection containers intact and clean. Article 14 Kitchen waste generating units shall pay kitchen waste disposal fees in accordance with the relevant national regulations on urban domestic waste management.
The price authority, together with relevant departments, shall formulate and adjust the charging standards for kitchen waste treatment fees based on the cost of food waste collection, transportation and disposal, national economic and social development requirements, and social affordability.
The kitchen waste treatment fees paid in accordance with regulations shall be used exclusively for the collection, transportation and disposal of kitchen waste and shall not be used for other purposes.
Waste edible oils and fats collected separately by kitchen waste generating units shall be purchased by the kitchen waste collection and transportation enterprises for a fee based on the quality and actual value of the waste edible oils and fats.
