Article 4 This city implements a multi-level basic medical insurance system. The basic medical insurance system includes three forms of medical insurance: unified accounting and basic medical insurance, basic medical insurance for residents, and medical expense coordination for special groups.
(1) Unified accounting combined with basic medical insurance. The following employers and employees within the administrative region of this city must participate in unified accounting and basic medical insurance:
Governments, groups, enterprises, institutions and private non-enterprise units and their employees;
Individual industrial and commercial households and their employees, and self-employed persons in cities and towns;
Part-time employees;
In-service personnel who have registered for employment in this city and are not registered in this city, as well as those who are employed foreigners and personnel from Hong Kong, Macao and Taiwan.
Equal-qualified urban residents, rural residents and other members of society can voluntarily participate in unified account combined with basic medical insurance based on their own economic conditions.
(2) Resident basic medical insurance. The following people within the administrative region of this city who have not participated in the unified account-based basic medical insurance must participate in the resident basic medical insurance:
Urban residents and rural residents with household registration in this city;
Students in colleges and universities, technical secondary schools, technical secondary schools, primary and secondary schools (including kindergartens, the same below)
A few enterprises and their employees who are in difficulty and cannot afford to participate in unified accounting combined with basic medical insurance;
Urban and rural residents of this city who are under the age of 18 and not in school (including preschool children, the same below).
People who are not registered in this city and have not registered for employment, or migrant workers who are engaged in mobile work, who have held a temporary residence permit in this city for more than one year and have not registered for employment, can voluntarily participate in the basic medical insurance for residents.
(3) Coordination of medical expenses for special personnel. There are two types of co-ordination methods for medical expense co-ordination for special personnel, namely, medical expense co-ordination for retired personnel and medical expense co-ordination for revolutionary disabled servicemen.
Coordinate the medical expenses of retirees. Retirees from all employers within the administrative region of this city and veteran workers who participated in revolutionary work before the founding of the People's Republic of China must participate in the pooling of medical expenses for retirees.
Coordination of medical expenses for disabled revolutionary soldiers. Disabled revolutionary servicemen of grades one to six within the administrative area under the jurisdiction of this city must participate in the overall medical expense planning for disabled revolutionary servicemen.
