(3) the qualifications and competence of the successful candidate in response to the requirements of the bidding documents; and (C) the qualification and capacity conditions of the successful candidate in response to the requirements of the solicitation documents;

(D) the channels and ways of raising objections;

(E) other contents of the solicitation documents stipulated for public announcement.

Distributing medium shall take effective measures in accordance with the provisions to ensure that the data message of the bidding announcement and public information is not tampered with, not omitted and traceable for at least 10 years.
