40, the "certificate" shall be issued by the inspection unit using the computer. The certificate code is 12 digits, the first three digits are the code of the issuing company, the fourth, fifth, sixth and seventh digits are the cotton annual code (the annual code can only be changed when the certificate is issued on September 1 day every year), and the last five digits are the certificate number.

46. After each batch of cotton is inspected, all documents shall be bound into volumes, filed in batches and properly kept, and shall not be lost or omitted.
47. The inspection unit shall regularly summarize and report the Summary of Notary Inspection of National Reserve Cotton (file 14), Summary of Notary Inspection of National Reserve Cotton (file 15) and Summary of Unqualified Cotton in Notary Inspection of National Reserve Cotton (file 16) according to the requirements of China Fiber Inspection Bureau. 49.
