Article 6 The administrative and public institutions must implement the government procurement system and handle procurement affairs in accordance with the provisions of these rules. Chapter II Operational Procedures of Government Procurement Article 7 Forms of Procurement, Amount Standards and Procurement Catalog

Government procurement takes the form of centralized and decentralized procurement. Centralized procurement refers to the government procurement center unified organization of procurement. Decentralized procurement generally refers to the need to purchase goods or services that do not reach the centralized procurement amount standard, by the administrative institutions to organize their own procurement.

Centralized procurement project amount standard:

(a) the value of the unit of purchasing goods or receiving equivalent services is more than 10,000 yuan;

(b) the value of the unit of commodities is less than 10,000 yuan, but belongs to the equipment included in the management of fixed assets;

(c) need to be purchased in bulk in the current year, and the cumulative value of the same kind of goods or receiving equivalent services is more than 100,000 yuan. services.

Decentralized purchases cannot be centralized purchases that are intentionally broken down; decentralized purchases are subject to the guidance and supervision of the Government Procurement Center; and decentralized purchases may be organized in a manner comparable to that of these Rules.

Procurement catalog: the Government Procurement Center draws up the procurement catalog for the following year in the fourth quarter of each year; the procurement catalog stipulates the scope of items for centralized procurement; purchases outside the scope of the catalog are regarded as the scope of decentralized procurement for the unit, and may also be entrusted to the Government Procurement Center.

Administrative institutions to purchase controlled purchases of goods, regardless of the nature of its funds, are government procurement. Article VIII Procurement Plan

(a) administrative institutions shall submit to the Government Procurement Center at the end of the year for the next year's procurement plan.

(2) The Government Procurement Center shall prepare the provincial government procurement plan and procurement budget based on the procurement plan submitted by the administrative institutions and report it to the Provincial Department of Finance.

(3) The Provincial Department of Finance approves the procurement plan and procurement budget in accordance with the original approval procedures.

(4) If it is additional procurement, it shall be approved according to the original approval procedures. Article IX Procurement Requirements

Procurement Requirements: In the procurement project before the implementation of the demand for specific needs to be confirmed.

Purchasing projects belonging to the provisions of the annual procurement catalog, administrative institutions in the application for disbursement of procurement funds, should fill out a declaration form, reported to the Government Procurement Center for registration, and then submitted to the competent division of the Department of Finance for the approval of the procurement funds; Government Procurement Center based on the approval of the summary of the declaration form to handle the appropriation of the relevant procedures.

Administrative institutions should be submitted before the 10th day of each month, the main contents of the declaration form include:

1. The items, specifications, quantity, quality and other requirements of the goods (or services) to be purchased;

2. The source of funds.

Administrative institutions to submit the declaration form, after approval as a basis for funding; administrative institutions to withdraw the demand or not to implement the government procurement, as a waiver of this appropriation; change the demand or purpose, must be applied in accordance with the original budget method of separate declaration.

Procurement funds should be matched with procurement needs. Article X. Approval of Procurement Projects

Procurement projects refer to the procurement project, the total amount of money and so on.

The Government Procurement Center conducts procurement projects according to the annual procurement plan and the declaration form summarized in stages. Procurement projects are established in accordance with certain batch principle, the total value of each organization of centralized purchasing in principle not less than 1 million yuan; the amount of procurement projects should be strictly controlled within the budget amount. Procurement amount of more than 10 million yuan of procurement projects reported to the Government Procurement Coordination Conference for approval, 10 million yuan of procurement projects below the Government Procurement Center finalized and reported to the Government Procurement Coordination Conference for the record.
