Measures for the Administration of Emergency Response Plans for Production Safety Accidents" (State Administration of Work Safety Decree No. 17), "Guidelines for Evaluation of Emergency Response Plans for Production Safety Accidents of Production and Operation Units (for Trial Implementation)" (Emergency Response of the State Administration of Work Safety 〔2009〕 No. 73) and other laws, regulations and rules, to formulate this system.

2 Scope

This system applies to the preparation, evaluation, issuance, filing, training, exercise and revision of emergency plans.

3 Preparation of Emergency Response Plan

3.1 The preparation of emergency response plan shall meet the following basic requirements:

3.1.1 Comply with relevant laws, regulations, rules and standards;

3.1.2 Combine with the actual situation of the branch's safety production;

3.1.3 Combine with the branch's risk analysis;

3.1.4 The division of responsibilities of the emergency organization and personnel is clear, and there are specific implementation measures;

3.1.5 There are clear and specific accident prevention measures and emergency procedures, and they are compatible with its emergency response capacity;

3.1.6 There are clear emergency protection measures, and they can meet the requirements of the branch's emergency response work;

3.1.7 Pre-plans The basic elements are complete and complete, and the information provided in the annexes of the plan is accurate;

3.1.8 The contents of the plan are interconnected with the related emergency plans.

3.2 The branch formulates corresponding emergency response plans in accordance with relevant laws and regulations and the Guidelines for the Preparation of Emergency Response Plans for Safety Production Accidents in Production and Operation Units (AQ/T9002-2006) (hereinafter referred to as the Guidelines), and in conjunction with the status of the unit's sources of danger, the analysis of the dangers, and the characteristics of the accidents that may occur.

3.3 The emergency plan system of the branch is comprehensive emergency plan, special emergency plan and on-site disposal program.

3.3.1 for the existence of a variety of risks in the branch, the type of accident, the manager of the organization to prepare a comprehensive emergency plan for the branch. Comprehensive emergency plan includes the branch's emergency organization and its responsibilities, plan system and response procedures, accident prevention and emergency protection, emergency training and plan drills and other major content.

3.3.2 For a certain type of risk, the deputy manager of production safety organizes the formulation of the corresponding special emergency plan.

①Specialized plans of the branch include: emergency rescue plan for hazardous chemical accidents, emergency plan for environmental emergencies, emergency plan for special equipment accidents, and flood prevention plan.

②Special emergency plans include hazard analysis, the characteristics of possible accidents, emergency organizations and responsibilities, preventive measures, emergency disposal procedures and emergency security.

3.3.3 For the more dangerous key positions - key positions, key areas (including major sources of danger), the workshop director to organize the development of on-site disposal program. On-site disposal program including hazard analysis, possible accident characteristics, emergency disposal procedures, emergency disposal requirements and precautions.

3.3.4 Comprehensive emergency response plan, special emergency response plan and on-site disposal program should be connected with each other, and with the other units involved in the emergency response plan.

3.3.5 Emergency response plan should include emergency organization and personnel contact information, emergency supplies reserve list and other accessory information. Annex information emergency frequently updated to ensure that the information is accurate and effective.

4 Evaluation of emergency response plan

4.1 Evaluation method,

Emergency response plan evaluation to take the form of evaluation and elemental evaluation of two methods. Formal evaluation is mainly used for the evaluation of the record. Elemental evaluation is used for emergency plan evaluation. Emergency plan evaluation using conformity, basic conformity, non-conformity of three opinions to determine. 4.1.1 Formal evaluation. According to the "Guidelines" and the relevant norms, the hierarchical structure of the emergency plan, content format, language and text, annex items and preparation procedures and other content review, focusing on the review of the emergency plan and normative and preparation procedures.

4.1.2 Element review. Based on the relevant state laws and regulations, "Guidelines" and relevant industry norms, from the legality, completeness, relevance, practicality, scientific operability and articulation of the emergency plan for review. In order to refine the evaluation, a list is used to evaluate the elements of the emergency plan separately. During the evaluation, the elements of the emergency plan are compared with those listed in the evaluation table to determine whether they meet the relevant requirements and to point out the problems and deficiencies. Emergency plan elements are divided into key elements and general elements.

General elements are the elements of the emergency plan can be abbreviated and omitted. Including the preparation of emergency plans in the preparation of the purpose, preparation of the basis, scope of application, working principles, unit profile and other elements.

4.2 Review process

After the emergency plan is completed, the emergency plan should be reviewed.

4.2.1 Review preparation. The establishment of the emergency plan evaluation working group, including branch leaders, heads of functional departments and the heads of the units involved and technical personnel.

4.2.2 Organize the review. Review work by the manager or deputy manager of production safety presided over, the emergency plan review working group to discuss and put forward the meeting review comments. 4.2.3 Revision and improvement. Emergency plan preparation organizers should be carefully organized to analyze the comments, in accordance with the review of the emergency plan for revision and improvement.

4.2.4 Approved for publication. Emergency plan after evaluation or argumentation, meet the requirements of the comprehensive emergency plan and special plans issued by the manager, the site disposal program issued by the deputy manager of production safety.

5 Emergency plan for the record

5.1 The comprehensive emergency plan and special emergency plan of the branch shall be reported to the Safety Production Supervision and Administration Bureau of the City of Changsha and the Department of Safety and Environmental Protection of the Joint Stock Company for the record. And submit the following information:

Emergency plan filing application form.

Emergency plan review or who comments.

Emergency plan text and electronic files.

5.2 The branch should be to accept the filing of the higher authority, to receive the filing of the registration certificate.

6 Implementation of Emergency Response Plan

6.1 The branch shall take various forms to carry out publicity and education on the emergency response plan, popularize the knowledge of prevention of production safety accidents, risk avoidance, self-rescue and mutual rescue, and improve the staff's safety awareness and emergency disposal skills.

6.2 Each unit regularly organizes and carries out its own emergency plan training activities, so that the relevant personnel understand the content of the emergency plan, familiar with the emergency duties, emergency procedures and post emergency disposal methods.

6.3 Emergency plan points and procedures should be posted in the emergency location and emergency command place, and set up obvious signs.

6.4 Branch in the development of the annual safety work plan, while developing emergency exercise plan, at least once a year to organize a comprehensive emergency response plan exercise or special emergency response plan exercise, every six months at least the organization of on-site disposal program drills.

6.5 After the emergency plan exercise, the emergency plan exercise organization should assess the effect of the emergency plan exercise, write an emergency exercise assessment report, analyze the existing problems, the emergency plan to see the revision of the views.

6.6 Emergency plan revised every three years, the plan should be revised and archived records.

6.7 One of the following circumstances, the emergency plan should be revised in a timely manner.

Branches due to merger, reorganization, restructuring and other changes in affiliation, mode of operation and legal personality.

Changes in the production process and technology of the branch.

Changes in the surrounding environment, the formation of new sources of major hazards.

Emergency organization command system or responsibilities have been adjusted.

Based on changes in laws, regulations, rules and standards.

Emergency plan exercise evaluation report requires revision.

The emergency plan management department requires revision.

6.8 The branch timely reports the revision of the emergency plan to the relevant departments or units, and re-files it in accordance with the relevant emergency plan reporting procedures.

6.9 The branch is equipped with appropriate emergency supplies and equipment in accordance with the requirements of the emergency plan, and each unit must establish a file on the status of use, regular testing and maintenance. Make it in good condition.

6.10 If an accident occurs, the emergency plan should be activated in time, the relevant forces should be organized to carry out rescue, and the accident information and the activation of the emergency plan should be reported to the Safety and Environmental Protection Department of JSC and the Municipal Safety Supervision Bureau in accordance with the regulations.
