Article 1 In order to regulate the operating behavior of road cargo transportation stations (fields), maintain the order of the road cargo transportation market, and protect the legitimate rights and interests of all parties involved in road cargo transportation stations (fields), in accordance with the "People's Republic of China *The National Road Transport Regulations, the Ningxia Hui Autonomous Region Road Transport Management Regulations and other relevant laws and regulations are formulated in conjunction with the actual situation of this city. Article 2 The term "road cargo transportation station" (hereinafter referred to as "freight station") as mentioned in these Measures refers to a facility that relies on site facilities and provides paid services to the society with the functions of warehousing, storage, stowage, information services, loading and unloading, and tallying. Comprehensive freight stations (fields), logistics centers and other business premises with other functions.

The term "other freight-related businesses" as mentioned in these Measures refers to the provision of paid services for road freight transportation based on freight stations. Including freight forwarding services, information stowage services, warehousing and tallying services, handling and loading and unloading services, etc. Article 3 All units and individuals engaged in freight stations and other freight-related business operations within the administrative region of this city shall abide by these Measures. Article 4: When operating freight stations and other freight-related businesses, one must be honest and trustworthy, compete fairly, and operate in compliance with the law. Article 5 The municipal transportation department is responsible for coordinating the management of freight stations and other freight-related business operations in this city. Municipal and county (city) road transportation management agencies are responsible for the specific implementation of daily management of freight stations and other freight-related business operations within their respective administrative regions.

Relevant departments such as industry and commerce, public security, safety supervision, and quality supervision shall, in accordance with their respective responsibilities, do a good job in the management of freight stations and other freight-related business operations. Article 6 Those engaged in the operation of freight stations shall have access conditions such as safety, equipment, facilities and employees that are suitable for the type of business stipulated by the state, and apply for an operation license from the road transportation management agency in the place of establishment in accordance with the law.

If a business license is not obtained, the industrial and commercial department shall not issue an industrial and commercial business license. Article 7 Anyone who has not obtained a freight station operation license and industrial and commercial business license shall not engage in freight station operations. Article 8 Freight station operators shall operate in accordance with the business scope of the business license and shall not operate beyond the scope.

If a freight station operator merges, splits, changes its business scope or goes out of business, it must report to the road transportation management agency at the place of establishment for approval, and go to the industry and commerce and taxation departments to handle the change or deregistration procedures in accordance with regulations. Article 9 Those engaged in the business of freight forwarding, information stowage, warehousing and tallying, transportation and loading and unloading shall go through the relevant registration procedures with the industrial and commercial department in accordance with the law, and present the relevant registration certificates to the road transportation management agency at the place of establishment for filing. After accepting the filing, the road transportation management agency shall verify the authenticity of the filing information, and the industry and commerce, public security and other departments shall cooperate.

If the business listed in the preceding paragraph is suspended or closed, the freight station operator and the road transportation management agency at the place of establishment shall be notified in writing 15 days in advance. The road transportation management agency shall promptly change or cancel its registration after receiving the notice. . Article 10 Freight station operators shall establish and improve various management systems and promote advanced management technologies and methods.

Cargo station operators should strengthen safety management, improve safety production conditions, equip safety and fire-fighting facilities, and improve and implement the safety production responsibility system. Article 11 Freight station operators shall conduct safety inspections on vehicles leaving the station, prohibit vehicles operating without a license from entering the station to engage in business activities, and prevent overloaded vehicles or vehicles without safety inspection from leaving the station.

Freight station operators shall not refuse road transport vehicles to enter the station to engage in business activities without justifiable reasons.

Freight station operators shall provide safe, convenient and high-quality services to cargo owners; keep the station (yard) hygienic and clean; and shall not arbitrarily change the purpose and service functions of the freight station. Article 12 Anyone who enters a freight station to engage in freight agency, information stowage, warehousing and tallying, transportation and loading and unloading business shall sign an entry operation contract with the operator of the freight station. The main contents of the business contract include: business scope, business method, business period, rights and obligations of both parties, payment of fees, liability for breach of contract, arbitration clauses, etc.

Freight station operators should assist road transport management agencies in managing transportation and transaction order, check the relevant licenses of operators entering the venue, and report any illegal activities to the relevant departments in a timely manner. Article 13 Freight stations and other freight-related business operators shall abide by the following regulations:

(1) Hang the "Road Transport Business License", industrial and commercial business license and other relevant certificates in a conspicuous place on the business premises;

(2) Publicize the supervision telephone number, charging items, and charging standards at the business premises;

(3) Implement the system for staff to wear signs on duty;

(4) Keep the business premises clean and sanitary, and do not occupy the road for business operations. Article 14 Freight forwarders and warehousing and tallying operators shall classify and store the goods according to their nature and storage requirements to ensure that the goods are intact.

If hazardous chemicals are stored at a freight station, a hazardous chemicals storage permit must be obtained in accordance with the law, and must be stored separately and shall not be mixed with other goods. Article 15 Freight forwarders and warehousing and tallying operators shall not engage in the following behaviors:

(1) Engage in unfair competition by means of monopolizing supply, maliciously lowering prices, or committing fraud;

(2) Rushing to load and seize goods; (3) Overloading and overloading goods;

(4) Loading and unloading goods in violation of operating procedures;

(5) Laws, regulations, Other conduct prohibited by regulations.
