Article 2 The Chinese People's *** and State Customs is the country's entry and exit (hereinafter referred to as entry and exit) supervision and management authorities. In accordance with this Law and other relevant laws and administrative regulations, the Customs shall supervise the means of transportation, goods, baggage articles, postal articles and other articles (hereinafter referred to as inbound and outbound means of transportation, goods and articles) entering and leaving the country, collect customs duties and other taxes and fees, investigate and seize smuggling, and compile customs statistics and conduct other customs business.
Article 3 The State Council establishes the General Administration of Customs to unify the management of the national customs. The State shall establish customs offices at ports open to the outside world and at places where customs supervision operations are concentrated. Customs affiliation is not limited by administrative divisions. The Customs shall exercise its powers independently in accordance with the law and shall be responsible to the General Administration of Customs.
