First, fully understand the importance, urgency and arduousness of deepening the reform of the medical and health system

Medical and health care is related to the health of hundreds of millions of people and the happiness of thousands of families, and it is a major livelihood issue. Deepening the reform of medical and health system, speeding up the development of medical and health undertakings, adapting to the people's growing medical and health needs, and constantly improving the people's health quality are inevitable requirements for implementing Scientific Outlook on Development and promoting comprehensive, coordinated and sustainable economic and social development, important measures for safeguarding social fairness and justice and improving people's quality of life, and important tasks for building a well-off society in an all-round way and a harmonious socialist society.

Properly solve the problem of basic medical insurance for migrant workers. The government is responsible for the basic construction funds, equipment purchase funds, personnel funds and business funds of public health services approved by township hospitals and urban community health service centers (stations) held by them according to state regulations, so as to make them operate normally. For all township hospitals and urban community health service institutions organized by social forces, all localities can approve government subsidies by purchasing services. Support the construction of village clinics and give reasonable subsidies to the public health service tasks undertaken by rural doctors.

Implement the government subsidy policy for public hospitals. Gradually increase government investment, mainly for capital construction and equipment purchase, support the development of key disciplines, meet the requirements of the state for retirees and subsidize policy losses. And give special subsidies to the public health services and other tasks undertaken, and form a standardized and reasonable government investment mechanism for public hospitals. Give preferential investment policies to Chinese medicine hospitals (ethnic hospitals), infectious diseases hospitals, mental hospitals, occupational disease prevention hospitals, maternity hospitals, children's hospitals, etc. Strictly control the construction scale, standards and loan behavior of public hospitals.

Improve the government's investment mechanism for basic medical security. The government provides necessary funds to support the establishment and improvement of the new rural cooperative medical system, the basic medical insurance for urban residents, the basic medical insurance for urban workers and the urban and rural medical assistance system. Ensure the normal funds of relevant institutions.

Encourage and guide social capital to develop medical and health undertakings. Actively promote the development of non-public medical and health institutions and form a medical system with diversified investment subjects and investment methods. We will promptly formulate and improve relevant policies and regulations, standardize the access conditions for social capital, including overseas capital, to establish medical institutions, and improve fair and just industry management policies. Encourage social capital to set up non-profit medical institutions according to law. The state has formulated guiding opinions on the restructuring of public hospitals and actively guided social capital to participate in the restructuring and reorganization of some public hospitals, including hospitals run by state-owned enterprises. We will steadily push forward the pilot reform of public hospitals, moderately reduce the proportion of public medical institutions, and form a pattern of mutual promotion and common development between public hospitals and non-public hospitals. Support qualified personnel to start businesses according to law, and facilitate people to seek medical treatment. Improve the classified management policies and preferential tax policies of medical institutions. Strengthen the supervision of social forces to run doctors according to law.

Vigorously develop medical charity. Formulate relevant preferential policies to encourage social forces to set up charitable medical institutions or donate to charitable organizations such as medical assistance and medical institutions.
