General Provisions
Article 1 In order to effectively prevent, timely control and eliminate the hazards of emergencies, safeguard the health and safety of the general staff of the hospital and the people who visit the hospital, and to maintain the normal order of medical treatment, this plan has been formulated in accordance with the "People's Republic of China*** * and the State Law on Prevention and Control of Infectious Diseases", "Emergency Regulations for Public *** health emergencies", the formulation of this plan.
Second Article The emergencies referred to in this plan refers to the sudden occurrence of major infectious disease outbreaks, mass unexplained diseases, major food poisoning and occupational poisoning, hospital infection outbreaks epidemic, nuclide leakage, major medical accidents, quality accidents in water, electricity, medical facilities, etc., floods, fires, typhoons, earthquakes, wars, fires, and so on, which may cause serious damage to the society and the hospital's public health, environmental safety and normal medical order. typhoons, earthquakes, wars, unrest, terrorist incidents and other incidents that seriously affect public health, environmental safety and normal medical order.
Article 3 The emergency response to emergencies shall follow the guidelines of lawful management, prevention, training, timely rehearsal, combination of peace and war, and constant preparedness, and carry out the principles of unified leadership, hierarchical responsibility, timely response, rapid reaction, decisive measures, scientific disposal, coordination and cooperation.
Article IV In the process of emergency response to emergencies, irresponsible, do not perform their duties, do not obey the command and control, spreading rumors, disrupting the medical order, endangering public health and other acts, in accordance with the "Chinese People's *** and the State Infectious Disease Prevention and Control Act", "Emergency Regulations for Public *** Health Emergencies" and the hospital "rewards and punishments" of the relevant provisions of the treatment, constituting a crime, shall be investigated for criminal responsibility. Criminal responsibility shall be pursued according to law.
Article V The hospital departments concerned should be carried out in accordance with their respective responsibilities to prevent and control emergencies related to scientific research, the establishment of emergency investigations, on-site rescue, isolation of infectious agents, health protection, monitoring and testing, supervision and inspection of the materials required for the work of the reserve, equipment, facilities, technology and human resources, so as to be prepared for any eventuality and to prevent it from occurring. Requirements are included in the hospital's financial budget.
Article VI of the staff to participate in emergency response to emergencies, should be given appropriate subsidies and health care allowances in accordance with the relevant provisions of the State, and according to their performance to give the appropriate rewards and punishments.
