The main functions of the Health Bureau:

3, responsible for the prevention and control planning of infectious diseases and chronic non-communicable diseases. Monitor infectious diseases according to law, establish an early warning mechanism to prevent and control the occurrence and spread of epidemic diseases; Organize and carry out national health education and publicity;
4 responsible for local public health emergencies and emergency management of public health emergencies; Responsible for establishing local pre-hospital first aid system and medical treatment system, and organizing emergency medical rescue work;
5, responsible for the prevention and control of infectious diseases, public health, drinking water, school health, occupational health and other related public health supervision and management. Study and monitor all kinds of major risks and pathogenic factors closely related to population health;
6, responsible for the establishment of local medical and health institutions at all levels, medical services, the use of new medical technologies, large-scale medical equipment configuration, medical and health practitioners and special technologies for maternal and child health care. Implement licensing and supervision and law enforcement. Mobilize and organize citizens to donate blood without compensation according to law, and supervise and manage blood collection and supply institutions and the safety of clinical blood use;

Responsible for formulating or examining (reviewing and approving) the quality standards, technical specifications and professional ethics of medical treatment, nursing, medical technology and related services of various medical and health institutions at all levels, and implementing supervision and management;
8, according to the management of medical institutions internal clinical pharmacy work. Assist the competent pricing department in setting the price of medical and health services, and be responsible for supervising the implementation of the price of medical services of various medical and health institutions at all levels;
9, responsible for the local Chinese medicine work plan, promote the coordinated development of Chinese medicine and integrated traditional Chinese and western medicine;
10, study and formulate plans and policies for community health, rural health, maternal and child health and primary health care, and organize their implementation;

The State Council and local people's governments at all levels lead medical care and health promotion.
The competent department of health in the State Council is responsible for the overall coordination of national medical care and health promotion. Other relevant departments in the State Council are responsible for medical care and health promotion within their respective functions and duties.
The health authorities of local people's governments at or above the county level shall be responsible for the overall coordination of medical care and health promotion within their respective administrative areas. Other relevant departments of the local people's governments at or above the county level shall be responsible for the relevant medical and health promotion work within the scope of their respective duties.
