Article 2 The term "municipal domestic waste" (hereinafter referred to as "domestic waste") as mentioned in these Measures refers to all waste within the city's urban areas, streets where towns are located, scenic tourist areas, independent industrial zones, economic development zones, and the coastal waters of the above-mentioned areas. Waste generated by units and individuals in daily life and life service activities, as well as waste generated in construction activities. Article 3 The municipal administrative department for city appearance and environmental sanitation shall be in charge of the municipality’s domestic waste management work.
The district city appearance and environmental sanitation administrative department, the town people's government, and the sub-district office are responsible for the management of domestic waste within their respective jurisdictions in accordance with these regulations.
The professional management department of city appearance and environmental sanitation is responsible for the specific implementation of these measures. Article 4 The municipal administrative department for city appearance and environmental sanitation shall, in conjunction with the planning, construction, environmental protection, planning and other administrative departments, formulate the city's domestic waste management and development plan, which shall be implemented after approval by the Municipal People's Government. Chapter 2 Domestic Waste Collection, Transportation and Treatment Article 5 The relevant standards for the collection, transportation, treatment and corresponding facilities of domestic waste and environmental sanitation and cleaning standards shall be implemented in accordance with the standards stipulated by the country, province and city. The relevant standards of this city are formulated by the city's professional management department of city appearance and environmental sanitation, and are promulgated and implemented after approval by the city's administrative department of city appearance and environmental sanitation. Article 6 The environmental sanitation and cleaning in the sanitation responsibility area must meet the city’s environmental sanitation and cleaning standards. The responsible unit for environmental sanitation shall be determined in accordance with the following regulations:
(1) Urban primary and secondary arterial roads, public squares, pedestrian overpasses, pedestrian underground passages, and pedestrian tunnels shall be determined by the professional management department of city appearance and environmental sanitation in the district where they are located. Responsible;
(2) Vehicle tunnels, highways, railways, and special roads are the responsibility of the management unit;
(3) Residential areas subject to property management are the responsibility of the property management unit ?Residential areas where property management is not implemented shall be the responsibility of the community neighborhood committee;
(4) Airports, ports, railway stations, long-distance bus stations, bus line terminals, parks, tourist attractions, cultural and sports venues , public bathing beaches, parking lots, scenic spots, commercial outlets, industrial areas, storage areas, bonded areas, development zones and other places are the responsibility of the management unit or business unit;
(5) Agencies and groups , schools, military units, enterprises and institutions, and self-employed individuals should be responsible for cleaning and cleaning the areas under their jurisdiction;
(6) Street gardens, green spaces, green belts, and flower beds are the responsibility of the management unit;
(7) The market management unit is responsible for the market;
(8) The urban coastal waters, beaches, slope protection and the sea surface within the operating scope of the port passenger and cargo terminals are managed by the management unit or operator The unit is responsible; other public sea areas are the responsibility of the city's professional management department of city appearance and environmental sanitation;
(9) When large-scale outdoor activities are held, the organizing unit shall be responsible for keeping the place clean and tidy during the event and at the end of the event Clean up the site in a timely manner;
(10) The construction site is the responsibility of the construction unit, and the construction site to be built is the responsibility of the owner.
For areas where the responsibilities are unclear according to the provisions of the preceding paragraph, the responsible unit shall be determined by the administrative department of city appearance and environmental sanitation of the district where the area is located; in the case of cross-region, the responsible unit shall be determined by the administrative department of city appearance and environmental sanitation of the city. Article 7 The environmental sanitation responsible unit must declare its domestic waste emission types, production volume, storage location, container type, transportation and treatment methods, disposal sites and other matters to the city appearance and environmental sanitation professional management department in the district where it is located. , method delivery.
Declaration of domestic waste discharge and other matters shall be made once a year. The processing time, procedures, etc. shall be formulated and announced by the municipal professional management department of city appearance and environmental sanitation.
Units that implement entrusted services for the collection and removal of domestic waste shall be responsible for the declaration; for units that do not implement entrusted services for the collection and removal of domestic waste, the emitter (unit) shall be responsible for the declaration. Article 8 The management of residents' domestic waste should follow the principles of harmlessness, resource utilization and reduction, and gradually implement the classification and collection of domestic waste.
In areas announced by the city's administrative department of city appearance and environmental sanitation for the classification and collection of domestic waste, residents should put domestic waste into corresponding garbage containers according to the prescribed classification requirements.
Waste furniture, electronic appliances and other large household waste must be put out according to the time, place and method stipulated and announced by the local city appearance and environmental sanitation professional management department. Article 9 Vehicles, trains, airplanes, and ships traveling or berthed in urban coastal waters must prepare their own garbage collection containers (bags) that can prevent scattering and spillage, and press them at the stations, airports, ports, and wharfs where they stop. Places will be released at locations designated by the professional management department of city appearance and environmental sanitation.
If domestic waste generated by overseas vehicles, ships, airplanes and other means of transportation needs to be disposed of in this city, it must be harmlessly pre-treated by the generating unit, and after passing the inspection by the health and quarantine department, it shall be managed according to the professional city appearance and sanitation regulations Distributed at locations designated by the department. Article 10 It is prohibited to throw garbage and other waste from street-facing shops, buildings, vehicles, and ships. Article 11 Domestic garbage collection sites should inspect the incoming garbage and carry out registration, statistics and disinfection work.
Medical waste and toxic and hazardous industrial waste are prohibited from entering domestic waste collection and processing sites. Medical waste and toxic and hazardous industrial waste should be disposed of in accordance with relevant national regulations.
