Regulations on Employment Promotion in Inner Mongolia Autonomous Region

Article 1 In order to promote the employment of workers, to protect the employment rights of workers, to promote economic development and expansion of employment in coordination, and to maintain social harmony and stability, in accordance with the "People's Republic of China *** and the State Employment Promotion Law" and the relevant state laws and regulations, combined with the actual situation of the Autonomous Region, to formulate the Regulations. Article 2 The autonomous region to promote employment on the prominent position of economic and social development, the implementation of active employment policy, adhere to the workers choose their own jobs, the market regulates employment and the government to promote employment policy. Article 3 The people's governments at or above the flag-county level shall, in accordance with the economic and social development of the region, formulate medium- and long-term plans and annual work plans for promoting employment, incorporate them into the national economic and social development plans, and organize their implementation. Article 4 the people's government of the autonomous region to establish a mechanism for coordinating the promotion of employment work, study and solve major problems in the work of employment, and coordinate and promote the work of promoting employment throughout the region.

The administrative departments of human resources and social security of the autonomous region are specifically responsible for promoting employment throughout the region, and the relevant departments of the people's governments at or above the flag-county level are responsible for the implementation of employment policies in accordance with the division of responsibilities.

Trade unions, ****productivist youth league, women's federation, federation of persons with disabilities, federation of industry and commerce and other organizations to assist the people's government to carry out the work of promoting employment, in accordance with the law to safeguard the labor rights of workers. Article 5 The people's government of the autonomous region establishes a system of human resources surveys and statistics and a system of employment registration and unemployment registration. The statistics department, in conjunction with human resources and social security, industry and commerce, education, agriculture and animal husbandry, federations of persons with disabilities and other departments and organizations*** work together to do a good job of surveying and counting urban and rural human resources and employment and unemployment conditions, and regularly publish the results of such surveys. Employers and individuals should truthfully provide the information needed for survey statistics and registration.

Sumu township people's government, street offices and gacha villagers committee, community residents committee shall cooperate with the relevant departments to do a good job of employment policy propaganda, statistics on employment and unemployment, agricultural and animal husbandry surplus labor force transfer, and other basic work related to the promotion of employment. Article 6 the people's governments at or above the flag county level to establish unemployment control and unemployment early warning mechanism, the formulation of unemployment control plan, the implementation of unemployment prevention, regulation and control, to maintain the stability of the employment situation. Article 7 The people's governments at all levels shall recognize and reward units and individuals who have made remarkable achievements in promoting employment. Article 8 The autonomous region shall formulate and implement industrial, tax, fiscal and financial policies to promote employment, coordinate the employment of various groups in urban and rural areas, promote entrepreneurship-led employment, strengthen vocational skills training, improve the public **** employment service system, and expand employment in all aspects. Article 9 The autonomous region shall implement industrial policies to promote employment. Accelerate the promotion of industrial transformation and upgrading, focusing on the cultivation and construction of large-scale backbone enterprises and key development zones (parks) with a strong capacity to absorb employment, encourage and guide the development of labor-intensive enterprises and services, support the development of the family service industry, and multi-channel, multi-methods to increase employment.

The autonomous region to formulate and implement policies to promote the development of small and medium-sized enterprises, and further optimize the environment for the development of small and medium-sized enterprises, and improve the ability of small and medium-sized enterprises to absorb employment.

The people's governments at or above the county level in the introduction or new projects, should be taken into account to expand employment, investment and construction projects to play the role of employment. Article 10 The people's governments at or above the flag county level shall establish and improve the entrepreneurial service system, improve and implement entrepreneurial support policies, optimize the entrepreneurial environment.

People's governments at all levels and relevant departments shall simplify procedures, improve efficiency, and provide convenience for workers to start their own businesses, self-employment. Article XI of the people's governments at or above the flag county level in accordance with the employment situation and employment goals, increase the investment of funds, in the same level of the financial budget should be fully arranged special funds for employment. Sources of funds include:

(a) the central government employment subsidies special transfer funds;

(b) the people's governments at or above the flag county level of the budget arrangements for special funds for employment;

(c) a certain percentage of the unemployment insurance fund transfer for employment promotion. Article 12 The people's governments at all levels shall coordinate the use of special funds for employment, earmark funds for special purposes, and improve the efficiency of the use of funds. The scope of use of the special funds for employment includes:

(1) subsidies for employment introduction;

(2) subsidies for vocational training;

(3) subsidies for vocational skills appraisal;

(4) subsidies for social insurance;

(5) public welfare post subsidies;

(6) subsidies for employment apprenticeship;

(7) Specific employment policy subsidies;

(viii) microcredit guarantee fund and microcredit subsidy;

(ix) support for public **** employment services;

(x) other expenditures. Article 13 The people's governments at or above the flag county level to encourage enterprises to increase employment, support the employment of unemployed persons and persons with disabilities, the following enterprises and persons shall be given tax incentives in accordance with the law:

(1) enterprises that absorb unemployed persons who meet the state's prescribed conditions to meet the prescribed requirements;

(2) small and medium-sized enterprises founded by unemployed persons;

(3) enterprises that place persons with disabilities to meet the prescribed ratios or enterprises concentrating on the use of disabled persons;

(4) unemployed persons engaged in self-employment who meet the conditions set by the State;

(5) disabled persons engaged in self-employment;

(6) other enterprises and persons who are given tax and fee concessions in accordance with the regulations. Article 14 The Autonomous Region encourages financial institutions to promote the innovation of financial products, improve services, simplify loan procedures, and provide efficient and convenient credit services for projects that comply with the provisions of national policies and promote employment.

The people's governments at or above the flag county level shall establish a special micro-credit guarantee fund for promoting employment, improve the incentive for small guaranteed loans and the risk compensation mechanism of the guarantee fund, and provide micro-credit guarantee services for entrepreneurs, labor-intensive enterprises and small and medium-sized enterprises.
