Handle the requirements of automobile gas stations
Chapter I General Provisions
Article 1 In order to strengthen the safety management of automobile filling stations (hereinafter referred to as filling stations) in this Municipality and ensure the safety of people's lives and property, in accordance with the relevant provisions of the People's Republic of China (PRC) Law on Safety in Production, the People's Republic of China (PRC) Fire Protection Law, the Regulations on Safety Management of Hazardous Chemicals, the Beijing Regulations on Safety in Production, the Code for Design and Construction of Automobile Filling Stations, etc., combined with the actual situation of our Municipality,
Article 2 These management norms are applicable to the safety management of operating gas stations within the administrative area of this Municipality.
The safety management of non-operating gas stations shall be implemented with reference to this management standard.
Chapter II Operating Conditions
Article 3 To operate a gas station within the administrative area of this Municipality, a hazardous chemicals business license must be obtained in accordance with the provisions of the Measures of Beijing Municipality for the Administration of Hazardous Chemicals Business License.
Fourth gas station construction projects must be approved by the public security fire control institutions for fire safety acceptance.
Lightning protection devices at gas stations should be tested once every six months.
Article 5 Refueling and filling stations must have obvious isolation facilities and smooth entrances and exits with the outside world, and no other units unrelated to the business of refueling and filling stations shall be established in the station area.
Article 6 A filling station shall establish and improve the responsibility system for production safety at all levels and at all posts, define the responsible personnel, responsibilities and assessment requirements, and earnestly implement them.
Article 7 A gas station shall formulate various safety production rules and regulations and relevant operating procedures, and strictly implement them.
(1) Refueling and filling stations shall formulate safety production rules and regulations such as safety education, training and assessment management system for employees, safety inspection management system, facilities and equipment safety management system, safety production reward and punishment system, workplace fire and explosion prevention management system, hidden danger rectification management system, production safety accident reporting and handling system, labor protection articles distribution management system, anti-static and lightning protection safety management system, and duty and handover safety management system;
(2) The filling station shall formulate refueling operation procedures, metering operation procedures and oil (gas) unloading operation procedures.
Chapter III Employee Safety Management
Article 8 The main person in charge of a gas filling station (the legal representative or authorized client of a legal person) shall be fully responsible for the safety work of the gas filling station and implement the rules and regulations on safety production of the gas filling station.
Article 9 The main person in charge and safety management personnel of a gas station must have the knowledge and management ability of safety production corresponding to the refueling activities of this gas station, and pass the examination by the Beijing Municipal Administration of Work Safety and hold relevant certificates.
Tenth gas stations must be equipped with full-time or part-time safety management personnel, responsible for checking and supervising the implementation of safety management measures at this station.
Eleventh gas station employees must go through relevant professional skills training and enterprise safety training, after passing the examination, can work.
Chapter IV Station Building Management
Twelfth gas station dormitory should meet the following requirements:
(a) the doors and windows of the dormitory shall not face the oil tank area and tanker in the station;
(2) It is strictly forbidden for non-staff of this unit to stay overnight;
(3) Smoking and the use of open flame electric stoves are strictly prohibited in the dormitory;
(4) The dormitory in the station shall be supervised, inspected and managed by a person in charge in accordance with the safety management regulations of the dormitory in this station.
Thirteenth prohibit the use of liquefied petroleum gas, natural gas, etc. In the business rooms and lounges of gas stations, open flames are generated for heating and living.
Fourteenth station room hot water boiler shall meet the following requirements:
(a) The boiler room shall be separated from other rooms by a partition wall with a fire resistance limit of not less than 3h.
(2) Doors and windows in the boiler room should not face the tanker, tanker, oil unloading point, gas unloading point, vent nozzle and radiation nozzle.
(3) The boiler shall be a small boiler with rated heating not more than 140kW, and the outlet of boiler chimney shall be 2m higher than the roof, and effective measures shall be taken to prevent Mars from escaping.
Chapter V Safety Management of Equipment and Facilities in the Station
Fifteenth gas station canopy height shall not be less than 4.5 meters, canopy edge and tanker plane distance shall not be less than 2 meters.
Article 16 The distance between the tanker or tanker and the station building shall not be less than 5m.
Article 17 The distance between buried oil tanks and important public buildings shall not be less than 50m;; The distance between liquefied petroleum gas storage tanks and important public buildings should not be less than 100m.
Article 18 The distance between an oil tank and an open flame or a place where sparks are emitted shall meet the following requirements: 30m for the primary station, 25m for the secondary station and 18m for the tertiary station.
The distance between the above-ground liquefied petroleum gas storage tank and the place where flames or sparks are emitted shall meet the following requirements: 45m for the first-class station, 38m for the second-class station and 33m for the third-class station.
The distance between underground liquefied petroleum gas storage tank and open flame or spark place shall meet the following requirements: 30m for primary station, 25m for secondary station and 18m for tertiary station.
If the oil-gas dual recovery system is adopted, it should be appropriately reduced according to the relevant provisions of the Code for Design and Construction of Automobile Filling Stations.
Article 19 TN-S system should be adopted in the 380/220V power supply and distribution system of gas stations. Both ends of the cable metal sheath or cable metal protection tube of the power supply system shall be grounded, and the power supply of the power supply and distribution system shall be equipped with an overvoltage (surge) protector suitable for the withstand voltage level of the equipment.
Twentieth overhead communication lines and power lines shall not cross the gas station.
Twenty-first set under the canopy lighting should choose protective lamps and lanterns.
Article 22 A gas filling station may be equipped with a small internal combustion engine generator set, and the exhaust nozzle of the internal combustion engine shall be equipped with a flame arrester.
Twenty-third air conditioning main engine and outdoor machine should be installed in non-explosive dangerous areas.
Twenty-fourth gas stations and filling stations shall be equipped with combustible gas detection and alarm systems.
Chapter VI Management of Fire Control Facilities
Twenty-fifth gas stations should establish a voluntary fire brigade, carry out fire knowledge learning once a month, and conduct fire drills once a quarter to achieve "three knowledge and three meetings", that is, know the fire-prone parts, know the accident emergency plan and know the fire-fighting methods; Will call the police, will use fire fighting equipment, will put out the initial fire.
Twenty-sixth gas station fire equipment configuration shall meet the following requirements:
(1) Every two dispensers shall be equipped with not less than 1. 8kg portable dry powder fire extinguishers or two 4kg portable dry powder fire extinguishers; If the number of gas distributors is less than 2, it shall be counted as 2;
(2) Every two tankers shall be equipped with at least 4kg 1 portable dry powder fire extinguisher and16L foam extinguisher; Less than 2 tankers, according to 2 calculation;
(3) The underground storage tank is equipped with a 35kg cart type 1 dry powder fire extinguisher. When the distance between two media storage tanks exceeds 15m, they should be set separately;
(4) Pump and compressor operation rooms (sheds) should be equipped with 8kg portable dry powder fire extinguishers 1 for every 50㎡ construction area, and the total number should not be less than 2;
(5) The first and second gas stations prepare 5 fire blankets and 2 cubic meters of sand, the third gas station prepares 2 fire blankets and 2 cubic meters of sand, and the station is built with gas. The fire blankets and sand are configured according to the gas stations at the same level;
(6) LPG filling stations, LPG filling stations and LPG filling stations shall be equipped with fire water supply systems;
(seven) to promote the use of new and efficient fire fighting equipment.
Twenty-seventh fire fighting equipment should be managed by designated personnel, regularly checked, placed at a fixed point and replaced regularly to ensure that it is in good condition and effective.
Chapter VII Site Safety Management
Twenty-eighth gas stations should set up safety warnings and warning signs in eye-catching positions.
Warning words include:
(a) it is forbidden to set off fireworks and firecrackers in the station;
(2) It is forbidden to repair vehicles, knock on iron and other operations that are easy to generate sparks in the station;
(three) the motor vehicle must be turned off when refueling (gas);
(four) are not allowed to use mobile phones at the scene of refueling (gas).
Twenty-ninth gas stations should have full-time (or part-time) safety production management personnel to conduct safety inspections in each shift, and fill in the inspection records. Safety inspection mainly includes: the implementation of the safety responsibility system, the safety of the job site and the operation of equipment and facilities.
The problems and hidden dangers found in the safety inspection should be reported to the stationmaster immediately, and the gas station should immediately rectify what can be solved; If the filling station can't solve it temporarily, it should report to the competent superior in writing and take effective preventive measures at the same time.
Thirtieth gas station employees must wear anti-static clothing.
Thirty-first refueling (gas) operations shall comply with the following provisions:
(1) It is forbidden to put flammable oil into nonmetallic containers, such as automobile vaporizers and plastic buckets;
(two) it is strictly prohibited to refuel vehicles without fuel tank cover;
(3) It is forbidden to refuel (gas) vehicles without engine hood;
(4) Stop the refueling (gas) operation in the case of frequent high-intensity lightning, lightning strikes and unexpected events inside and outside the gas station;
(five) non gas station staff are not allowed to refuel (gas).
Article 32 When unloading oil (gas), the following provisions shall be observed:
(1) Anti-static grounding devices should be installed at the unloading places of tank trucks and liquefied petroleum gas tank trucks, and electrostatic grounding instruments that can detect jumpers and monitor the state of grounding devices should be installed;
(2) Fire fighting equipment must be equipped near the oil (gas) unloading point;
(3) In the process of oil (gas) unloading, drivers and oil unloaders are not allowed to leave the site, check the operation at any time, and stop oil unloading immediately if any abnormality is found;
(four) in the process of unloading oil (gas), it is forbidden for idle people to stay and watch;
(5) After the oil unloading (gas unloading) is completed, the driver should conduct a comprehensive inspection, and only after confirming that the situation is normal can the vehicle be started to leave the oil unloading site;
(6) Thunderstorm weather, open fire nearby, large oil (gas) leakage from pipeline equipment, abnormal water pressure, etc. Oil (gas) unloading is strictly prohibited;
(seven) non gas station staff shall not discharge oil (gas).
Article 33 When an open flame is needed for equipment maintenance, a written report shall be submitted to the superior security department, and hot work can be started only after approval. When hot work is carried out, the refueling operation should be stopped and reliable safety measures should be taken.
Thirty-fourth non gas station personnel are strictly prohibited from entering a separate oil (gas) tank farm.
Thirty-fifth gas stations (gas) car spacing should meet the conditions of emergency evacuation.
Chapter VIII Emergency Plan for Production Safety Accidents
Article 36 A gas filling station shall prepare an emergency rescue plan for production safety accidents in accordance with the Guidelines for the Preparation of Emergency Rescue Plans for Hazardous Chemical Accidents issued by the State Administration of Work Safety (No.43 [2004] of the State Administration of Work Safety), and define the command and coordination organization of emergency rescue, the division of responsibilities of emergency rescue personnel, emergency equipment and facilities, emergency disposal, personnel evacuation, emergency rescue and medical treatment, and other emergency measures, social support rescue plans and emergency rescue organizations.
Thirty-seventh gas station emergency plan should be practiced once every quarter, with drill records and on-site photos.
Thirty-eighth timely revision and improvement of emergency plans to ensure the effectiveness and operability of emergency plans.
Chapter IX Supplementary Provisions
Article 39 The meanings of the following terms in this Management Standard:
Filling stations refer to gas stations, liquefied petroleum gas filling stations, compressed natural gas filling stations and filling stations.
A gas station refers to a special place for filling gasoline and diesel oil into an automobile fuel tank.
Liquefied petroleum gas filling station refers to a special place for filling liquefied petroleum gas into gas cylinders of gas vehicles.
Compressed natural gas filling station refers to a special place where compressed natural gas is used to fill gas cylinders of gas vehicles.
Refueling and filling stations refer to special places where gasoline and diesel are filled in automobile fuel tanks and liquefied petroleum gas or compressed natural gas is filled in gas automobile cylinders.
Important public buildings refer to public buildings with a building area exceeding 15000m2.
Fortieth this specification shall come into force as of the date of promulgation.
