I. Departments and beds
(a) Ophthalmology may not be set up separately, with otorhinolaryngology*** practiced in the form of Pentaclinic.
(B) set up a separate ophthalmology, should be set up ophthalmology clinic, ophthalmology exchange / surgery / treatment room, ophthalmology examination room and five ophthalmology beds.
Two, personnel
(a) in the form of five ophthalmology practice, with more than 5 years of clinical experience and ophthalmology basic skills of the physician responsible for the diagnosis and treatment, and by the nurse nurse practitioner above the professional and technical position qualification of a nurse is responsible for the nursing work.
(ii) set up a separate ophthalmology, at least three physicians, including one with ophthalmology intermediate or higher professional and technical positions; ophthalmology medical ratio should be 1:1 or more.
Three, equipment
Vision meter, intraocular pressure meter, slit lamp, direct inspection glasses/banded light microscope, color vision checklist, ophthalmic use of post-bulb injection needles, lacrimal irrigation needles, eyelash plucking tweezers, surgical beds, surgical lamps, and conventional external ophthalmic surgical instruments.

Second-level hospitals (including county and district-level and some municipal-level general hospitals)
I. Departments and beds
(a) Departments: at least ophthalmology outpatient clinics and ophthalmology wards. Due to the demand for medical services and the layout of medical institutions, there is no need to set up a separate ophthalmology wards and outpatient clinics, with otolaryngology *** with the establishment of pentacameral wards and outpatient clinics.
(ii) Beds: at least 10 ophthalmology beds.
Two, personnel
(a) at least five physicians, of which at least one with ophthalmology, deputy high professional and technical position qualifications and one with ophthalmology, intermediate professional and technical position qualifications.
(ii) For every additional 10 beds, at least 4 additional physicians, of which at least 1 has the qualification for intermediate professional and technical positions in the specialty of ophthalmology; for every additional 20 beds, at least 1 of the additional physicians has the qualification for professional and technical positions above the rank of associate senior in the specialty of ophthalmology and 1 has the qualification for intermediate professional and technical positions in the specialty of ophthalmology.
(3) The head of the department shall have the qualification of professional and technical posts of ophthalmology above deputy high level.
(d) There shall be at least 0.5 nurses per bed, of which at least 1 shall have the qualification of intermediate or above professional and technical posts.
(v) If outpatient clinics and wards of Pentacology are set up with Otorhinolaryngology***, there shall be at least 0.4 physicians per bed, of whom at least 1 shall be qualified for professional and technical posts of deputy high grade or above in ophthalmology. There are at least 0.5 nurses per bed.
Third, equipment
Vision meter, intraocular pressure meter, slit lamp, direct/banded light detector, color vision checklist, visual field meter, reading lamp, A/B ultrasonography, optometry, keratoconus, fluorescence funduscopic imaging machine, ophthalmic use of the globe behind the injecting needles, lacrimal flushing needles, eyelash extraction tweezers, retinal photocoagulation laser equipment, retinal cryostat, surgical beds, operating lamps, routine External ocular surgical instruments, surgical microscopes, microsurgical instruments, electromagnets for intraocular use.

Tertiary hospitals
I. Departments and beds (a) Departments: at least an independent ophthalmology wards, ophthalmology clinics and specialized operating rooms (can be used with non-infectious surgical department ****), independent optometry, ophthalmology examination room, dressing room and treatment room.
(ii) Beds: at least 20 beds for ophthalmology.
II. Personnel
(I) At least eight physicians, of which at least three are qualified to hold professional and technical positions at the level of associate professor or above in ophthalmology.
(ii) For every additional 10 beds, there are at least 5 additional physicians, of which at least 1 additional has the qualification of associate senior professional and technical positions in ophthalmology.
(c) The department head shall be qualified for senior professional and technical positions in ophthalmology.
(iv) There shall be at least 0.5 nurses per bed, of which at least 1 for every 10 beds shall be qualified to hold intermediate or above professional and technical posts.
Three, equipment
(I) Specialized equipment.
Vision meter, slit lamp, direct/indirect inspection glasses, intraocular pressure meter, optometry, atrial angular lens, three-sided mirror, visual field meter, ophthalmic A/B ultrasound diagnostic instrument, ophthalmic ultrasound biomicroscope (UBM), keratoconus, corneal endothelial cell counting, ophthalmic electrophysiology, optical coherence tomography (OCT), corneal topographer, retinal fluorescence fundus imaging machine, YAG laser, photocoagulation laser equipment, argon ion laser machine, operating microscope, cataract ultrasonic emulsification machine, vitreous cutter retinal cryostat, and so on.
(ii) Basic equipment.
1. Wards: oxygen, suction, compressed air, monitors and disinfection facilities, barrier-free facilities.
2. Operating room: operating beds, anesthesia machines, monitoring equipment (invasive and non-invasive), ophthalmic surgical instruments, shadowless lamps, oxygen, negative pressure suction equipment.
3. With other equipment to carry out ophthalmic diagnostic and treatment programs.
