Science and technology services is an important part of the modern service industry, and it is characterized by talent and intelligence-intensive, high scientific and technological content, high value-added industries, and a strong radiation-driven role.
China's science and technology service industry has been developing well, the service content has been enriched, the service mode has been constantly innovated, new science and technology service organizations and service modes have been emerging, and the service quality and capacity have been steadily improved. However, overall China's science and technology service industry is still in the early stage of development, there are problems such as market players are not well developed, the degree of specialization of service institutions is not high, fewer high-end service forms, the lack of well-known brands, the development environment is not perfect, and the lack of composite talents. It is an important measure to adjust and optimize the industrial structure and cultivate new economic growth points, and it is a key link in realizing scientific and technological innovation to lead industrial upgrading and promote the economy to the medium and high-end level, which is of great significance for the in-depth implementation of the innovation-driven development strategy and the promotion of the economic upgrading and upgrading of quality and efficiency. In order to accelerate the development of science and technology services, we put forward the following views. (A) sound market mechanism. Further improve the science and technology services market regulations and regulatory system, orderly liberalization of science and technology services market access, standardize the market order, strengthen the science and technology services enterprise credit system construction, build a unified and open, competitive and orderly market system, for all types of science and technology services to create a fair competition environment. Promote state-owned science and technology service enterprises to establish a modern enterprise system, guide social capital to participate in the restructuring of state-owned science and technology service enterprises, and promote equity diversification and transformation. Encourage scientific and technological personnel to establish scientific and technological service enterprises, and actively support the development of partnership scientific and technological service enterprises. Accelerate the restructuring of qualified science and technology service institutions to carry out market-oriented operation. Accelerate the transformation of government functions, and give full play to the role of industrial technology alliances, industry associations and other social organizations in promoting the development of science and technology services. (ii) Strengthening basic support. Accelerate the establishment of a national science and technology reporting system, build a unified national science and technology management information system, and gradually increase the opening up and *** enjoyment of information. Actively promote the construction of a technology platform for science and technology service public ****, and enhance the technical support capacity of science and technology services. Qualified science and technology service enterprises are allowed to deduct the expenditure on employee education expenses incurred by them, not exceeding 8% of the total wages and salaries, when calculating their taxable income. In conjunction with the improvement of the method of accounting for R&D expenses of enterprises, the scope of pre-tax deduction for scientific and technological service expenses will be studied in a coordinated manner. Accelerating the pilot project of business tax to VAT, expanding the scope of VAT input tax deduction for science and technology service enterprises, and eliminating double taxation. Implement the relevant tax preferential policies for national university science and technology parks and science and technology business incubators, exempting property tax and urban land use tax on property and land for their own use and for use by incubation enterprises, and exempting business tax on income from renting venues and houses to incubation enterprises and providing incubation services. (d) Broaden funding channels. Establish a diversified capital investment system, expand financing channels for science and technology service enterprises, guide banks to increase their support for science and technology service enterprises in terms of credit, venture capital and capital market, support science and technology service enterprises to go public for financing and refinancing as well as listing in the National Small and Medium-sized Enterprises Stock Transfer System, and encourage foreign investment in science and technology service industry. Actively play the leveraging role of financial funds, and utilize special funds for the development of small and medium-sized enterprises, the National Scientific and Technological Achievement Transformation Guidance Fund and other channels to increase support for science and technology service enterprises; encourage localities to support science and technology service organizations to enhance their professional service capabilities, build public **** service platforms, and innovate their service modes by means of special funds for the development of the science and technology service industry, and so on. Innovative financial support methods, and actively explore the government to purchase services, "post-subsidy" and other ways to support the development of public **** science and technology services. (E) Strengthen talent training. Facing the development needs of the science and technology service industry, improve the academic education and vocational training system, support universities to adjust the relevant professional settings, and strengthen the cultivation and training of practitioners in the science and technology service industry. Actively utilize various talent programs to introduce and cultivate a number of composite high-end talents in science and technology services who understand technology, market and management. Relying on the organizations of science and technology associations and industry associations, it will carry out professional and technical training for science and technology service talents, and improve the professional quality and ability level of practitioners. Improve the evaluation system of science and technology service talents, improve the professional qualification system, mobilize universities, research institutes, enterprises and other types of talents in the field of science and technology services, entrepreneurship and innovation enthusiasm. (F) deepen open cooperation. Support science and technology service enterprises to "go out", through overseas mergers and acquisitions, joint operations, the establishment of branches and other ways to develop the international market, and support science and technology service enterprises to go public abroad. (VII) Promote demonstration and application. Carry out regional and industrial pilot demonstrations of the science and technology service industry, create a number of distinctive, functional and rationally laid-out science and technology service industry cluster areas, and form a number of internationally competitive science and technology service industry clusters. Deeply promote the application of science and technology services in key industries, and build public **** science and technology service platforms around the innovation needs of strategic emerging industries and modern manufacturing industries.
