National Measures for Recognition and Reward of Non-Reimbursable Blood Donation

Chapter I General Provisions
Article 1 In order to carry forward the humanitarian spirit and promote the further development of the cause of non-reimbursable blood donation in China, these measures are formulated in accordance with the relevant provisions of the People's Republic of China (hereinafter referred to as the "Chinese People's **** and the State Blood Donation Act" (hereinafter referred to as the "Blood Donation Act").
The second gratuitous blood donation commendation and reward refers to the gratuitous blood donation cause to make remarkable achievements and contributions to the individual, the collective, the province (city) and the army, in accordance with the provisions of this award.
Article 3 Recognition and reward for gratuitous blood donation adheres to the principles of openness, fairness and impartiality, and focuses on spiritual rewards, in accordance with the stipulated awards, standards, authority and procedures.
Article IV national-level recognition activities are held once every two years.
Chapter II
Recognition Awards and Award Criteria
Article 5: Recognition awards for blood donation are divided into the "Award for Contributing to Blood Donation", "Award for Promoting Blood Donation", and "Award for Volunteer Service in Blood Donation". Award for Volunteer Service in Blood Donation", "Award for Advanced Provinces (Municipalities) in Blood Donation", "Award for Advanced Troops in Blood Donation" and "Award for Unreimbursed Donation of Hematopoietic Stem Cells ".
Article VI of the Award for Contributing Blood without Compensation is used to reward those who have voluntarily donated blood without compensation for many times. The awards and award criteria are:
(1) Bronze Award, blood donors who have voluntarily donated blood without compensation 20 times or more;
(2) Silver Award, blood donors who have voluntarily donated blood without compensation 30 times or more;
(3) Gold Award, blood donors who have voluntarily donated blood without compensation 40 times or more;
(4) Lifetime Honorary Award, the cumulative total of unreimbursed blood donation dedication Prize Award for those who have been awarded the prize more than 3 times. The Lifetime Honor Award shall be recognized only once.
Article VII Promotional Award for Non-Remunerated Blood Donation shall be used to reward units and individuals who have contributed to the cause of non-remunerated blood donation. The basic criteria for the awards and the prizes are:
(1) For the Unit Award, the following basic conditions must be met: units that have participated in voluntary blood donation for a cumulative total of 200 times or more within the year of recognition, and the cumulative number of blood donations is not less than 50% of the total number of employees in the unit; or units that have participated in voluntary blood donation for a cumulative total of 1,000 times or more within the year of recognition.
(ii) Individual Award, subject to the following basic conditions: individuals who have supported the work of blood donation for many years and have made significant contributions in organizing voluntary blood donation and safeguarding blood supply.
(3) Special Award, subject to the following basic conditions: long years for the popularization of knowledge of gratuitous blood donation, carry forward the humanitarian spirit of gratuitous blood donation, to create a good social atmosphere for gratuitous blood donation, to promote China's cause of gratuitous blood donation has made outstanding contributions to the units and individuals; or recognition of the year in the sudden public **** event of the blood emergency response to protect the outstanding contribution of the units and individuals; or donations of renminbi, blood collection and supply equipment, facilities and other items amounting to more than 500,000 yuan units and individuals.
The prize for promoting blood donation is recommended by provinces (autonomous regions and municipalities directly under the central government) on the basis of merit; the prize for promoting blood donation in the army is recommended by divisional (brigade)-level units, and recommended by the health departments of the major units of the army on the basis of merit.
Article VIII of the volunteer blood donation award to reward active participation in blood donation and hematopoietic stem cell donation volunteer work of individuals. The awards and criteria are:
(1) "one-star", volunteers who have accumulated 100 hours of volunteer service in blood donation and hematopoietic stem cell donation;
(2) "two-star", volunteers who have accumulated 100 hours of volunteer service in blood donation and hematopoietic stem cell donation;
(3) "two-star", volunteers who have accumulated 100 hours of volunteer service in blood donation and hematopoietic stem cell donation; and stem cell donation volunteers who have accumulated 300 hours of volunteer service;
(iii) "Three-star", volunteers who have accumulated 600 hours of volunteer service for unpaid blood donation and hematopoietic stem cell donation;
(iv) "Four-star ", volunteers whose cumulative hours of volunteer service for unpaid blood donation and hematopoietic stem cell donation have reached 1,000 hours;
(v) "Five-star", volunteers whose cumulative hours of volunteer service for unpaid blood donation and hematopoietic stem cell donation have reached 1,500 hours;
(vi) "Lifetime Honor Award", volunteers who have volunteered for unpaid blood donation and hematopoietic stem cell donation for more than 10 years and have accumulated more than 2,000 hours, or more than 3,000 hours. The Lifetime Honor Award is recognized only once.
Article IX Advanced Provincial (Municipal) Award for Non-Reimbursable Blood Donation is used to reward provinces (autonomous regions and municipalities directly under the central government) and cities (prefectures and states) with districts that actively support the cause of non-reimbursable blood donation. The criteria for the award are:
(1) The clinical demand for blood can be met by non-reimbursable blood donation, and 100% of the clinical blood comes from voluntary non-reimbursable blood donation;
(2) In the year of the award, the proportion of regular blood donors or the rate of 1,000 people donating blood in the local blood donation population is not lower than the national average;
(3) Among the population aged between 15-55 years old, the rate of awareness of non-reimbursable blood donation among the urban population should reach more than 85%, and the rural population should be more than 85%, and the rural population should be more than 85%, and the rural population should be more than 85%. reach more than 85%, and rural residents should reach more than 75%; school youth should reach more than 95%;
(iv) local news media actively broadcast public service advertisements to publicize the knowledge of unremunerated blood donation, and promote the advanced deeds of unremunerated blood donation;
(v) more than 70% of public ****places within the jurisdiction, such as major roadways, streets, plazas, parks, commercial districts, and tourist scenic spots (vi) according to the amount of clinical blood used by local medical institutions, set up a reasonable layout and appropriate number of fixed blood donation houses (points).
Article X of the Advanced Unit Award for Blood Donation to reward the relevant units of the army that contribute to the cause of blood donation. The award criteria are: officers and soldiers of the gratuitous blood donation awareness rate of 95% or more, voluntary gratuitous blood donation of 100% of the units at military level or above.
Article XI of the award for gratuitous donation of blood stem cells, to reward the successful donation of blood stem cells. The awards and award criteria are:
(a) dedication award, successful donation of blood stem cells 1 time donors;
(b) special award, successful donation of blood stem cells 2 times and more donors, or successful donation of blood stem cells 1 time and voluntary blood donation 20 times and more donors.
Chapter 3
Recognition Authority and Procedures
Article 12 The administrative departments of health in various cities and municipalities, the Red Cross and the relevant units of the military are responsible for the collection, examination, publicity and submission of relevant application materials.
Provincial (autonomous regions and municipalities directly under the central government) health administrative departments, the Red Cross and relevant units of the military are responsible for the statistics, preliminary examination, publicity and submission of application materials.
The National Health Commission, the Red Cross Society of China and the Health Bureau of the Logistics and Security Department of the Central Military Commission have formed a "blood donation commendation and award evaluation team", which is responsible for reviewing, publicizing, evaluating and approving the blood donation commendation and award.
Article 13 of the municipal people's governments, the Red Cross and the relevant units of the armed forces are responsible for recognizing:
(a) the bronze award for gratuitous blood donation;
(b) the award for voluntary service in gratuitous blood donation (one-star to three-star).
Article XIV of the people's governments of the provinces (autonomous regions and municipalities directly under the Central Government), the Red Cross and the relevant units of the armed forces are responsible for recognizing:
(a) the silver award of the award for dedication to blood donation;
(b) the award for volunteer service in blood donation (four-star to five-star);
(c) the award for dedication to the unremunerated donation of hematopoietic stem cells.
Article 15 of the National Health and Health Commission, the Red Cross Society of China and the Health Bureau of the Logistics and Security Department of the Central Military Commission shall be responsible for recognizing:
(1) Bonus Prize Award for Donation of Blood without Reimbursement;
(2) Lifetime Honorary Award for Donation of Blood without Reimbursement;
(3) Award for Promotion of Donation of Blood without Reimbursement;
(4) Lifetime Honorary Award for Volunteer Service in Donation of Blood without Reimbursement;
(v) Advanced Provincial (Municipal) Award for Non-Reimbursable Blood Donation;
(vi) Advanced Unit Award for Non-Reimbursable Blood Donation;
(vii) Special Award for Non-Reimbursable Donation of Hematopoietic Stem Cells.
Article 16 gratuitous blood donation commendation and reward, generally in accordance with the following procedures;
(1) individuals, collectives, provinces (municipalities) and troops in line with the corresponding awards award criteria, by the individual, the unit or the local blood collection agencies to submit application materials, and in accordance with the provisions of the commendation and reward authority to report to the local and municipal health and health administration, the Red Cross and the military units concerned;
(b) the relevant departments of the local municipalities collect, audit and count the relevant application materials, and for the results of the audit, publicize the results within the region in an appropriate form for five working days, and after the end of the publicity, submit the recommended materials to the provincial health administrative departments, the Red Cross and the relevant units of the armed forces;
(c) the relevant units of the provincial level conduct a preliminary audit of the application materials reported by the local municipalities and for the qualified lists determined by the preliminary audit, the In the province (autonomous regions and municipalities) within the appropriate form of publicity for five working days, after the end of the publicity to the "blood donation commendation and reward assessment group" to submit the recommended materials;
(d) "blood donation commendation and reward assessment group" of the relevant provincial units reported application materials for review;
(e) "blood donation commendation and reward assessment group" of the relevant provincial units. (d) The "Blood Donation Recognition Award Evaluation Panel" shall review the application materials submitted by the relevant units at each provincial level, and the qualified list determined by the review shall be publicized in an appropriate form for five working days.
Article 17: Each region shall verify the declaration information through the National Blood Management Information System, and submit the declaration information that meets the award criteria to the Recognition of Blood Donation section of the National Blood Management Information System in a timely manner, and ensure that the declaration information is accurate.
Article 18 For blood donors who have participated in gratuitous blood donation in different provinces, the final reporting province will be determined by the provinces after full communication and soliciting the opinions of the donors themselves, and the province will summarize all the information on blood donation of that donor for reporting, and it shall not refuse to accept the reporting requirements of the donors who have met the conditions for commendation.
Chapter IV Supervision of Recognition
Article 19 If the declaring individuals, collectives, provinces (municipalities) and troops falsify or cheat the rewards, after verification, they will be disqualified from declaring, and will not be allowed to declare again within 4 years; if the rewards have already been made, the approving authority will revoke the rewards, withdraw the rewards certificates, and announce them to the society.
Article 20 of the relevant personnel involved in the evaluation of blood donation, favoritism and fraud in the work, depending on the severity of the circumstances, in accordance with the law and regulations to give criticism and education or disciplinary action.
Chapter V Supplementary Provisions
Article 21 Non-remunerated blood donation refers to the voluntary donation of one's own blood by citizens without remuneration.
Regular blood donors, previously known as fixed blood donors, are unpaid blood donors who have donated blood at least three times and at least once in the last 12 months.
The proportion of regular donors refers to the percentage of regular donors in the blood donation population. In this method, the proportion of regular donors = the number of times regular donors donated blood in the year of recognition/the total number of times of non-remunerated blood donation in the year of recognition.
The rate of 1,000 people donating blood refers to the proportion of non-remunerated blood donors in the permanent population, in these measures, the rate of 1,000 people donating blood = the total number of times of non-remunerated blood donations in the year of commendation / the number of the local permanent population in the year of commendation * 1,000.
Article 22: Number of times of non-remunerated blood donations assessed by commendation shall be discounted and tallied according to the following provisions:
The number of times of non-remunerated blood donations per 200 milliliters of whole blood shall be calculated as 1 time;<
Single platelets are counted as 1 time for every 1 therapeutic unit, and 2 times for 2 therapeutic units;
The number of times of unremunerated blood donation before the promulgation of the Law on Blood Donation can be counted cumulatively.
Article 23 These Measures shall apply to all commendations and rewards after blood donation in mainland China.
Article 24 The various types of awards recognized under these Measures are honorary awards.
Article 25 of the people's governments of the provinces (autonomous regions and municipalities directly under the Central Government), the Red Cross and the relevant units of the armed forces, may be based on these Measures and the actual situation of their own regions and units to develop relevant methods of recognition and reward.
Article 26 of these Measures shall be interpreted by the National Health and Health Commission, the Red Cross Society of China and the Health Bureau of the Logistics and Security Department of the Central Military Commission.
Article 27 These Measures shall come into force on the date of publication, and the National Measures for Commending and Rewarding Blood Donation (2014 Revision) published on May 26, 2014 shall be repealed at the same time.
Legal Basis:
[Criminal Law Provisions] Article 334 Where the illegal collection and supply of blood or the production and supply of blood products do not conform to the standards prescribed by the state and are sufficient to jeopardize human health, a person shall be sentenced to fixed-term imprisonment of not more than five years or detention, and shall be punished by a fine; where a serious harm to human health is caused, a person shall be sentenced to a fixed-term imprisonment of not less than five years but more than ten years. If a department authorized by the competent state department to collect and supply blood or to make and supply blood products fails to carry out tests in accordance with the regulations or contravenes other operational regulations, resulting in the consequences of endangering the health of others, the unit shall be sentenced to a fine, and the directly responsible supervisors and other directly responsible persons shall be sentenced to not more than five years' fixed-term imprisonment or criminal detention.
