First, speed up the preliminary work of the project.

All localities should, on the basis of previous field research, organize the preparation of the overall planning and annual implementation plan for shantytown renovation in their respective areas from 20 13 to 20 17, and report them to the people's government at the next higher level for approval. Seven, improve the supporting infrastructure

The provincial capital investment company signed an agreement with the municipal and county finance bureaus. The provincial capital investment company provides project construction funds and entrusts the municipal and county finance bureaus to be responsible for fund supervision. The project capital arranged by the cities and counties shall be uniformly collected by the provincial capital investment company. Before the loan is issued, the city and county governments will transfer the project capital into the special account for construction funds of the provincial capital investment company at one time. The project loan allocated by the provincial capital investment company, the supporting project capital of cities and counties and other related funds of the project are uniformly allocated to the asset financing management account designated by the municipal and county finance.
