The term "rail transit" as mentioned in these Regulations refers to the urban public passenger transport system operated by subway, light rail and urban rapid rail.
The term "rail transit facilities" as mentioned in these Regulations refers to the roadbed, tracks, tunnels, viaducts (including bridges), stations (including entrances and exits, passages), vehicles, electromechanical equipment, power supply systems, communication signal systems and other ancillary facilities of rail transit. Article 3 The operation and management of rail transit shall follow the principles of people-oriented, scientific and standardized, safe and efficient, high-quality and convenient. Article 4 The Municipal People's Government shall strengthen its leadership over the operation of rail transit, establish a comprehensive coordination mechanism, and coordinate major issues in the operation, safety, supervision and management of rail transit.
The people's governments of counties (cities, districts) along the rail transit and the administrative agencies of development zones shall assist in the related work of rail transit operation, safety and emergency response. Article 5 The municipal transportation department is the competent department of rail transit operation, and is responsible for the supervision and management of rail transit operation.
Development and reform, natural resources and planning, housing and urban and rural construction, finance, public security, market supervision and management, emergency management, comprehensive administrative law enforcement, health, ecological environment, water conservancy, fire rescue, state-owned assets supervision and management and other relevant departments shall, according to their respective functions and duties, do a good job in the supervision and management of rail transit operations. Sixth urban people's government in accordance with the law to determine the rail transit operating units responsible for the operation of rail transit.
Power supply, water supply, gas supply, communication, drainage and other related units shall ensure the normal operation of rail transit. Article 7 The funds needed for the operation of rail transit shall be solved through operating income, government guarantee, social capital, market financing and other channels and methods. Encourage citizens, legal persons and unincorporated organizations to invest in rail transit operations.
Rail transit operations enjoy policy support and financial subsidies in accordance with the relevant provisions of the state, province and city. Eighth city transportation departments and other relevant departments and rail transit operating units shall regularly carry out publicity and education of rail transit operation safety knowledge, improve public safety awareness.
Newspapers, radio stations, television stations, news websites and other news media and other relevant units shall cooperate with the publicity and education work on rail transit operation safety.
Encourage rail transit operating units to provide places and other convenient conditions for volunteer service activities, give play to the role of volunteers, and carry out voluntary services such as public welfare propaganda, civilized persuasion, order maintenance, rescue and emergency rescue. Chapter II Operation and Service Article 9 After the rail transit project is completed and accepted, the municipal transportation department shall organize a safety assessment before the initial operation in accordance with the regulations, and only after the safety assessment is qualified can the initial operation procedures be handled according to law.
After the initial operation is over one year, the municipal transportation department shall organize a formal pre-operation safety assessment in accordance with the regulations, and only after passing the safety assessment can the formal operation procedures be handled according to law. Article 10 The municipal transportation department shall formulate the norms of rail transit operation and service according to law, and make them public.
Rail transit operating units shall strictly implement traffic safety standards, provide safe, convenient and high-quality passenger service for passengers, and protect the legitimate rights and interests of passengers.
Passengers should consciously maintain the order of rail transit operation and environmental sanitation. Eleventh rail transit operating units shall, according to the rules of passenger travel along the rail transit and the requirements of network transportation organization, reasonably prepare the operation chart and report it to the municipal transportation department for the record.
Train running time and interval shall be announced to the public. Twelfth rail transit operating units should carry out safety and skills training and education in accordance with relevant standards, to ensure that employees have professional knowledge and skills suitable for their posts, in which rail train drivers need to obtain relevant professional qualifications.
Rail transit operating units shall regularly conduct psychological tests on rail train drivers, and timely adjust their jobs for unqualified rail train drivers. Thirteenth rail transit operating units shall perform the following obligations to provide passengers with a good ride environment:
(a) the establishment of public health management system, the implementation of health management, epidemic prevention and control and pollution prevention and control measures, to keep the station and carriage clean and hygienic;
(two) set up automatic ticketing facilities and manual ticketing windows reasonably, and standardize the provision of ticketing (inspection) services;
(three) to keep the facilities such as ticket sales, ticket checking, elevators, vehicles, ventilation and lighting in good condition;
(four) keep the entrances and exits, channels open, barrier-free facilities in good condition;
(five) equipped with automated external defibrillator, medical first aid kit and other necessary ambulance equipment at the station, and equipped with first aid kit, first aid kit and other necessary ambulance equipment on the train;
(six) the rational allocation of station toilets and maternal and child facilities;
(seven) to provide convenient services for passengers who are old, weak, sick, disabled, pregnant and carrying babies, and to set up special seats in the train;
(eight) to maintain the order of the station, arrange staff inspections, and stop illegal acts in a timely manner;
(9) Effectively protect passengers' privacy when using rail transit safety monitoring equipment;
(ten) other obligations stipulated by laws and regulations.
