Article 22 The evaluation experts shall strictly abide by the following work discipline in government procurement activities:
(1) No contact with the outside world is allowed during the evaluation process. Communication equipment must be handed over to the organizer for centralized custody, and if it is really necessary to communicate with the outside world, they shall be accompanied by staff members;
(2) It is strictly prohibited to disclose the evaluation situation to the outside world, and it is strictly prohibited to disclose the bidding documents of the suppliers as well as the commercial secrets known to the outside world;
(3) It is strictly prohibited to make inclined or discriminatory remarks about the bidding documents and the suppliers, and it is strictly prohibited to ask for or accept tendentious opinions of the representatives of the purchaser, and it is strictly prohibited to use the bidding documents of the suppliers as the basis for the evaluation. (c) It is strictly prohibited to make tendentious or discriminatory remarks about the bidding documents and suppliers in the evaluation process, to solicit or accept tendentious opinions from the representatives of the purchaser, to request the bidding suppliers participating in the government procurement project to express opinions different from the original intention of the bidding documents under the pretext of clarification, explanation or supplementation, to score the bidding documents beyond the methodology and standards stipulated in the procurement documents, to score differently for the same situation of different bidding suppliers, and not to refuse to sign the confirmation of the evaluation opinions;
(d) It is strictly prohibited to take part in evaluation activities of government procurement projects in which you have interests. evaluation activities of government procurement projects. If he/she participates due to prior knowledge, he/she shall immediately inform to withdraw after he/she learns that he/she has an interest in the evaluation project;
Individuals who have an interest are those who have served (including general work) or acted as a consultant to a supplier participating in the government procurement project within the last three years, whose spouse or immediate family member has served or acted as a consultant to a supplier participating in the government procurement project, those who have had a legal disputes, and other circumstances that may affect the fair evaluation of bids.
(e) After being notified to participate in government procurement activities, it is strictly prohibited to contact the suppliers bidding for the government procurement project in private, and shall not accept any property or other remuneration from the relevant parties of the government procurement project;
(f) It is strictly prohibited for an evaluation expert who has taken part in the argumentation of the preliminary procurement program to serve as an evaluation expert of that government procurement project;
