Article 1 In order to strengthen and standardize the classification and resource utilization of rural domestic garbage, improve the rural living environment, improve the quality of life and health of farmers, and promote the construction of beautiful and livable villages and ecological civilization, according to Article 2 of the People's Republic of China (PRC) Environmental Protection Law, the People's Republic of China (PRC) Law on the Prevention and Control of Environmental Pollution by Solid Waste, the Circular Economy Promotion Law of the People's Republic of China and the People's Republic of China (PRC) Rural Revitalization Law, these Regulations are applicable to the cleaning, classification, delivery and collection of rural domestic garbage within the administrative area of this Municipality.

The term "rural domestic waste" as mentioned in these Regulations refers to the solid waste generated by rural units, families and individuals within the administrative area of this Municipality in their daily life or activities providing services for their daily life, as well as the solid waste regarded as rural domestic waste according to laws and regulations.

Where there are other provisions in laws and regulations on the management of hazardous wastes, medical wastes and other solid wastes, those provisions shall prevail. Article 3 The classification and resource utilization of rural domestic waste shall follow the principles of government-led, territorial management, villagers' main body, social participation, local conditions, source treatment, classified treatment, comprehensive utilization and reduction, resource utilization and harmlessness, reduce the amount and discharge of waste, and improve the level of waste reuse and resource utilization. Article 4 The Municipal People's Government shall strengthen the organization and leadership over the classification and recycling of rural domestic waste, incorporate the classification and recycling of rural domestic waste into the city's national economic and social development plan, establish a coordination mechanism for the classification and management of rural domestic waste, strengthen and co-ordinate the capacity building for the classification and management of rural domestic waste, and formulate policies and measures to promote the reduction, recycling and harmlessness of rural domestic waste.

County (city, district) people's governments are responsible for the classification and recycling of rural domestic waste within their respective administrative areas, determine the management and utilization objectives, formulate specific measures for the classification and recycling of rural domestic waste, and improve the planning and construction of rural domestic waste treatment facilities and places.

Township (town) people's governments and sub-district offices are responsible for the daily management of the classification and recycling of rural domestic waste within their respective administrative areas, organize and implement the transfer of rural domestic waste, and guide the village (neighborhood) committees to organize and carry out the cleaning, classification, delivery, collection and utilization of domestic waste. Article 5 The administrative department of housing and urban and rural construction of the Municipal People's Government shall be responsible for the comprehensive coordination, inspection, guidance, supervision and management of the classification and resource utilization of rural domestic waste within the administrative area of this Municipality, and organize the preparation of special plans for rural domestic waste disposal.

The administrative department of housing and urban-rural construction of the people's government of the county (city, district) shall be responsible for the organization, implementation, supervision and management of the cleaning, classification, delivery, collection, transportation and disposal of rural domestic garbage within their respective administrative areas, and organize the preparation of the work plan for the classification and resource utilization of rural domestic garbage.

Other relevant administrative departments of the people's governments of cities and counties (cities, districts) shall, in accordance with their respective responsibilities, cooperate in the classification and resource utilization of rural domestic waste. Article 6 Village (neighborhood) committees, with the guidance, support and help of township (town) people's governments and sub-district offices, organize the cleaning, classification, collection, storage, transportation and utilization of domestic garbage in their villages (communities), including:

(a) through the village (neighborhood) people's assembly, revise and improve the village rules and regulations (residents' convention), establish a system for the classification and recycling of domestic waste, and incorporate the classification and recycling of domestic waste into it, and make an agreement on the obligations, rewards and punishments of rural domestic waste management;

(two) to formulate specific measures for the classification and resource utilization of domestic waste in the village (community);

(three) the formation of cleaning staff, cleaning staff responsibilities, and supervise the implementation; Equipped with equipment and tools for cleaning, sorting, throwing, collecting, transporting and disposing of domestic garbage;

(four) to carry out environmental sanitation work, keep the village clean and tidy, and build a classified storage place for domestic garbage;

(five) to give full play to the advantages of the grid staff system, and to supervise and guide the domestic waste classification and resource utilization of units, families and individuals;

(six) other matters stipulated by laws and regulations on the classification and resource utilization of domestic waste. Seventh units, families and individuals should enhance their awareness of environmental protection, consciously abide by the relevant provisions on the classification and resource utilization of rural domestic waste, reduce the amount of domestic waste, and protect and improve the rural environment. Article 8 The municipal and county (city, district) people's governments, their housing and urban-rural construction administrative departments, social organizations, township (town) people's governments, neighborhood offices and village (neighborhood) committees, as well as newspapers, radio, television, internet and other media should strengthen publicity and education on the classification and recycling of rural domestic waste, and urge and guide units, families and individuals to participate in the classification and recycling of domestic waste. Article 9 The people's governments of cities and counties (cities, districts) shall establish a guarantee mechanism for the classification and recycling of rural domestic waste, which shall be included in the fiscal budget at the corresponding level.

The people's governments of counties (cities, districts) shall, in accordance with the principle of "producer pays", establish a charging system for domestic garbage disposal.

The township (town) people's government, street offices to establish rural domestic waste classification and resource utilization of financial subsidies, financing guarantee mechanism. According to the actual needs, give appropriate subsidies to rural domestic waste management funds; Absorb social funds to participate in the work of domestic waste classification and resource utilization, and support rural human settlements governance and beautiful countryside construction.

Domestic waste management related funds should be earmarked for infrastructure construction, operation and maintenance, village (community) cleaning staff salary, assessment and reward, etc. to ensure the classification and resource utilization of rural domestic waste. , and regularly disclose the income and expenditure, and accept the supervision of the village (neighborhood) people and society.
