The fever clinic does not need to be located in an independent building in an independent area of a medical institution.

Recently, National Health Commission issued the Notice on Prevention and Control of Infection in Fever Outpatients and Medical Institutions, aiming at further consolidating the prevention and control achievements, persisting in filling shortcomings, plugging loopholes, fostering strengths and avoiding weaknesses, and making unremitting efforts in the prevention and control of infection in Fever Outpatients and Hospitals.

The notice requires that the fever clinic should be an independent building or an independent area in the hospital in principle, with convenient routes, practical physical isolation barriers from ordinary outpatient and emergency departments, a certain distance from other buildings and public places, and independent entrances and exits to facilitate patients' transshipment.

According to the notice, the fever clinic will receive 24-hour consultation and strictly implement the first consultation responsibility system. Doctors should not refuse to consult or refuse patients with fever. All patients who go to the fever clinic must scan the "health code" for nucleic acid detection. In principle, medical activities such as registration, medical treatment, payment, examination, image examination and taking medicine are all completed in this area. Doctors should fully understand the clinical symptoms of patients, especially the epidemiological history, and arrange necessary examinations. For patients or suspected patients diagnosed with related infectious diseases, medical personnel shall register, report and treat them in isolation in accordance with relevant regulations, and shall not discharge or transfer patients without authorization.

The circular requires that all kinds of personnel entering medical institutions should choose and wear masks correctly and carry out hand hygiene correctly. Medical institutions should set up a transitional buffer ward to treat patients in new income hospitals in a single room. After COVID-19's infection is eliminated, they will be transferred to regular wards for further hospitalization. The medical staff in the buffer ward should provide tertiary protection to reduce the risk of potential cross-infection in the hospital.
