Total retail sales of consumer goods include: (1) commodities sold to urban and rural residents as a living and building materials for the construction of housing; (2) a variety of office supplies and consumer goods for public use sold to social groups; (3) a variety of foods and fuels sold to the staff canteens of organizations, groups, schools, troops, enterprises and institutions and hotels (guest houses) attached to the canteens dedicated to their own travelers for consumption, and not open to the public; enterprises, units and state-run farms sold directly to their own. State-run farms sell their own products directly to their own employees and staff canteens; (4) food, foodstuffs, clothing, daily necessities and fuel sold to cadres and soldiers of the army for their daily use; (5) consumer goods sold to foreigners, overseas Chinese, Hong Kong, Macao and Taiwan compatriots coming to China; (6) Chinese and Western medicines, Chinese herbal medicines and medical supplies purchased by the residents at their own expense; (7) newspapers, books and magazines sold by newspaper and publishing companies directly to the residents and social groups; new newspapers and books sold by philatelic companies; and new books sold by postal and philatelic companies, as well as new books and magazines sold by the postal companies, magazines, new and used commemorative stamps, special stamps, first day covers, philatelic albums, philatelic tools, etc. sold by philatelic companies; (8) commodities purchased and sold by consignment stores; (9) gas stoves and liquefied petroleum gas canisters sold by gas companies and liquefied petroleum gas stations to the residents and social groups; and (10) commodities sold by farmers to the non-agricultural residents and social groups. Excluded are raw materials, fuels, equipment, tools, etc., sold to enterprises and institutions in all sectors of the national economy (including farms in the state-owned economy) for production and operation, and commodities sold for resale to the wholesale and retail trade and the catering industry, commodities sold on consignment in thrift consignment stores, business income from the service industry, income from the sale of stamps by post offices, and products of water, electricity, and gas production (supply) units. Income from the supply of water, electricity and gas production (supply) units, and also excludes the sale of goods between farmers.
