Article 5 The special plan for urban garbage disposal in this Municipality shall be prepared by the municipal administrative department of urban management in conjunction with the municipal planning, development and reform, environmental protection, health and other departments according to the overall urban planning, and shall be responsible for organizing the implementation after approval. Article 8 County (city) District People's governments, township (town) people's governments and sub-district offices shall build and set up garbage transfer stations, garbage houses and garbage collection containers within their respective jurisdictions according to the specific implementation plan of urban garbage control in the county (city) district.
Organs, organizations, enterprises and institutions, stations, airports, parks, squares, bazaars, theaters, hospitals, hotels, residential areas, etc. Garbage collection points and garbage houses should be set up.
Stalls and individual industrial and commercial households should bring their own garbage containers that meet the specifications.
The setting of sanitation facilities should be convenient to use and dismantle, and the property owner and management unit of the facilities should be responsible for management and maintenance, and have the responsibility to keep the facilities clean and in good condition. Article 9 Units and residents in the bagged collection area of municipal solid waste shall put the bagged municipal solid waste into the designated place within the published collection time.
The unit responsible for the collection and transportation of bagged municipal solid waste shall collect the bagged municipal solid waste once a day and transport it to the designated garbage collection place. Article 10 Units and residents in the classified collection area of municipal solid waste shall, in accordance with the prescribed classification requirements, put the municipal solid waste into designated places.
The collection and transportation unit of municipal solid waste shall transport the classified municipal solid waste to the designated garbage collection place. Eleventh units and individuals that produce urban garbage shall pay the urban garbage disposal fee. Urban garbage disposal fees shall be charged by the local county (city) district sanitation department or the units entrusted by the sanitation department in accordance with the standards stipulated by the competent price department.

City and county (city) district urban management administrative departments shall make a decision within twenty working days from the date of accepting the application. (three) garbage collection should be fully enclosed transportation mode, and should have the function of classified collection;
(four) garbage transportation should adopt fully enclosed automatic unloading vehicles or ships, which have the function of preventing odor from spreading, spilling and leaking, and install driving and loading and unloading recorders;
(five) with a sound technology, quality, safety and monitoring management system;
(6) Having a road transport business license and a vehicle driving license;
(7) Having a fixed parking place for machinery, equipment, vehicles and ships.
