Decision of Heilongjiang Provincial People's Government on Cancellation and Decentralization of a Number of Administrative Examination and Approval Items
The 10 executive meeting of the provincial government decided to cancel and decentralize 78 administrative examination and approval items. Among them, 34 items were cancelled and 44 items were decentralized. The cancelled and decentralized projects involve 25 administrative examination and approval projects established by local regulations, and the provincial government will perform relevant procedures according to law.
All localities and departments should do a good job in the implementation and convergence of the cancellation and decentralization of administrative examination and approval projects. For cancelled administrative examination and approval projects, regulatory measures should be formulated to avoid a regulatory vacuum; For the administrative examination and approval projects with decentralized management level, if they need to be entrusted according to law, they should go through the entrustment procedures in time and strengthen business guidance and supervision; Where the administrative examination and approval matters delegated to the Municipal People's government and relevant departments of the community, in principle, the people's governments of counties (cities) directly under the central government and relevant departments shall enjoy the same authority; All localities should optimize the handling process, innovate the examination and approval methods, compress the handling time limit and improve the examination and approval efficiency for the administrative examination and approval projects undertaken.
All localities and departments should further improve the supervision mechanism of administrative examination and approval, strengthen the supervision of the operation of administrative examination and approval power, intensify the investigation and punishment of illegal acts of administrative organs and their staff in administrative examination and approval, continuously improve the scientific and standardized level of government management, and strive to build a service-oriented government that the people are satisfied with.
This decision shall come into force as of 20/00/2009.
