As we all know, whether it is the expropriation of houses on urban state-owned land or rural collective land, the expropriation projects are implemented on the basis of public interests. Generally speaking, if there are the following local needs, there will still be land acquisition and demolition:
(a) the needs of national defense and diplomacy;
(two) the needs of the government organization and implementation of energy, transportation, water conservancy and other infrastructure construction;
(three) the needs of public utilities such as science and technology, education, culture, health, sports, environmental and resource protection, disaster prevention and mitigation, cultural relics protection, social welfare, and municipal utilities organized and implemented by the government;
(four) the needs of the construction of affordable housing projects organized and implemented by the government;
(five) the needs of the old city reconstruction organized and implemented by the government according to the relevant provisions of the Urban and Rural Planning Law;
(six) military and diplomatic needs;
(7) Land needed for infrastructure construction such as energy, transportation, water conservancy, communication and postal services organized and implemented by the government;
(8) Land held by the government for the implementation of public utilities such as science and technology, education, culture, health, sports, ecological environment and resource protection, disaster prevention and mitigation, cultural relics protection, comprehensive community services, social welfare, municipal public utilities, special care and resettlement, and protection of heroes and heroes;
(nine) the land needed for poverty alleviation and relocation and affordable housing projects organized and implemented by the government;
(10) Development and construction land needed by local people's governments at or above the county level with the approval of the people's governments at or above the provincial level within the scope of urban construction land determined in the overall land use planning;
(eleven) the needs of other public interests as prescribed by laws and administrative regulations.
